Policy Updates
To provide a practical approach to strengthening relationship building within the contracting community,
the Mentor-Protégé Program offered business strategy sessions where prime and sub-contractors learned
about financing, bonding, and receiving legal guidance on working together on projects. Moving forward,
the City of South Bend is considering additional strategies to bring prime and sub-contractors together in
advance of bidding opportunities.
Additional shifts in policy may be necessary to clarify the bidder process within the Program Plan for the
MWBE Ordinance. These might include a revised guidance document for bidding or quoting on Public
Works Contracts, proof of past projects with M/WBE subcontractors, or participation in a similar program
to the Mentor Protégé Program hosted by the Office of Diversity and Inclusion.
Key Collaborations
• Clean Energy Workforce Developmental Strategy - Office of Sustainability
• Building Trades Workforce Development – Dept. of Community Investment
• Guidelines for Bidding/Quoting Projects with MWBE Goals- Legal & Public Works
• Financial Empowerment Center Planning Grant- Dept. of Community Investment
ND Student Policy Network- 7th Circuit Legal Challenge Research and Best Practices
Quantitative and New Objectives February 2022
• Mentor Mowing Referrals -2
• 2022 Spring Diverse Vendor Fair Planning Committee meetings-Century Center June 1st
• City of South Bend Vendor Registration Request -2
• Small Business Suite Referral -1 Joe Jackson-Truck Driver CDL-Certification Support
INDOT
• Mentor-Protégé Program weekly sessions and continuation
External Partner Engagement:
Latin American Chamber of Commerce- Paula Sours, President
South Bend Regional Chamber- Jeff Rea, President & CEO
Ball State Vendor Chat weekly sessions
STAAR Corporation Luncheon- Fiber Optics and Supplier Diversity: Certified WBE, DBE and
MBE
Robert Steed-Indiana Toll Road Concessions
