Policy Updates To provide a practical approach to strengthening relationship building within the contracting community, the Mentor-Protégé Program offered business strategy sessions where prime and sub-contractors learned about financing, bonding, and receiving legal guidance on working together on projects. Moving forward, the City of South Bend is considering additional strategies to bring prime and sub-contractors together in advance of bidding opportunities. Additional shifts in policy may be necessary to clarify the bidder process within the Program Plan for the MWBE Ordinance. These might include a revised guidance document for bidding or quoting on Public Works Contracts, proof of past projects with M/WBE subcontractors, or participation in a similar program to the Mentor Protégé Program hosted by the Office of Diversity and Inclusion.
