<br /> <br />City of South Bend Spending <br />Spend Categorization <br />The City of South Bend on average expends approximately $300 million dollars annually on salary, debt <br />service, utilities, public works projects, and in payments to external entities to render services essential to <br />the quality of life of each resident and future stability of the city. To roughly summarize an average <br />budget: <br />Salary & Benefits: 55% of total annual spending <br />Debt Service and Utilities: 20% of total annual spending <br />Public Works Projects: 30% of annual spending <br />Procurement: 7% of annual spending <br /> (5-7% margin of error in estimations) <br /> <br />Explanation of designations common to analysis: <br />Salary & Benefits- Gross total of all salaries and employee benefits for individuals employed by <br />the City of South Bend <br /> <br />Debt Service and Utilities- Gross total of all payments for city issued bonds, loan payments, <br />electric, gas, and other non-city-controlled utilities which the city must pay externally <br /> <br />Public Works Projects- Includes the establishment and maintenance of city infrastructure, projects <br />commissioned by the Redevelopment Commission, and other projects which the City of South <br />Bend identifies as a necessary operation pertinent the public interest <br /> <br />Procurement of Goods and Services- The purchase of goods such as office supplies, commercial <br />machinery, and water treatment chemicals; services including office cleaning, lobbying, youth <br />engagement, and some small-scale public infrastructure maintenance <br /> <br />Minority-Owned Spending- Gross total of spending of all spend categories with businesses or <br />individuals whom self-identify as minority (Note: This total is the CoSB metric for inclusive <br />spending with minorities) <br /> <br />Women-Owned Spending- Gross total of spending in all spend categories with businesses or <br />individuals whom self-identify as women (Note: This total is the CoSB metric for inclusive <br />spending with women) <br /> <br />Subsection 5b Spending- Spending primarily used in the calculation of the City of South Bend’s <br />progress towards its Aspirational Spending Goal pursuant to the Disparity Study and applicable <br />caselaw.
