South Bend Central Development Area <br /> (1) continued... <br /> Mr. Inks noted that at the December 13 Redevelopment Commission meeting, the proposal <br /> from Cressy & Everett for management of the former Hall of Fame was approved for an <br /> amount not to exceed $5,300 for the first six months. This Agreement formalizes the terms <br /> of the proposal and also provides additional protection for the Commission as the <br /> management company takes over the property. <br /> Upon a motion by Mr. Downes, seconded by Mr. Varner, and unanimously carried, the <br /> Commission approved the Management Services Agreement with Cressy & Everett <br /> Management Corp. for management of the former College Football hall of Fame. <br /> (2) Proposal for Concept Design of Citizen's Bank Plaza (SW corner of Jefferson and <br /> Michigan) <br /> Mr. Kain noted that on November 8, 2012, the Redevelopment Commission approved a <br /> license agreement with 112 W. Jefferson LLC for renovation work on the plaza that is <br /> situated on the Southwest corner of Michigan St. and Jefferson Blvd., formerly known as the <br /> Wells Fargo Plaza. Commissioners also approved a budget for this project in the amount of <br /> $295,214.20 from the SBCDA TIF. The professional services agreement is for the concept <br /> design of the plaza. The concept design will look at creating a public space that allows for <br /> live entertainment and public events, landscape features, lighting and incorporating a <br /> Studebaker emblem. The plaza area was home to the Studebaker Brothers first production <br /> facility so it has historic significance. Given this, an opportunity exists to rebrand this plaza. <br /> Staff requests approval of the attached professional services agreement an amount not to <br /> exceed $3000. Design fees are part of the approved project budget of$295,214.20. <br /> Upon a motion by Mr. Downes, seconded by Mr. Varner, and unanimously carried, the <br /> Commission approved the proposal from Jennifer L. and John R. Griffin for concept design <br /> of the former Wells Fargo Bank Plaza (SW corner of Jefferson and Michigan) <br /> D. Airport Economic Development Area <br /> (1) Proposal for survey services related to the Bosch substation easement. <br /> Mr. Relos noted that in preparing the Bosch site for its eventual lease or sale, one item to <br /> address is an easement for the utility substation of the north side of Bendix at Goodland <br /> Avenue. Lang, Feeney & Associates has in the past completed survey work on and around <br /> the Bosch site. In 2006 Lang, Feeney, & Associates prepared a Utility Easement Site Plan <br /> for the substation. There is now a fence around this substation. This fence needs to be <br /> verified that it is located per the site plan's legal description prepared in 2006, and if <br /> 5 <br />
