Mntr tlirr' apart <br /> PERSONNEL & FINANCE COMMITTEE <br /> �In tte Mo rnnn QIouz rtt of tip CV of'nnt Brno: <br /> The August 27, 1990 meeting of the Personnel & Finance <br /> Committee was called to order by its Chairperson, Council <br /> Member Ann Puzzello at 4:40PM. <br /> Persons in attendance included Council Members: Soderberg, <br /> Zakrzewski, Slavinskas, Luecke, Puzzello, Niezgodski, and <br /> Voorde: Don Porter, Kathy Dempsey, Katie Humphreys, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Puzzello noted that the first item on the <br /> agenda was to review Bill #58-90 which addresses "Scrap <br /> Metal Dealers, Junk Dealers, Recycling Operations, and <br /> Transfer Stations. " <br /> The Council Attorney noted that each Council Member should <br /> have received a copy of a Substitute Bill #58-90. She noted <br /> that she had met with Patricia DeClercq, the Director of <br /> Code Enforcement last week. They had discussed and agreed to <br /> amendatory language. She also noted that she had been in <br /> contact with the City Attorney, whose office was also in <br /> agreement with the language. Basically, the language in <br /> Section 1 would grandfather current businesses in existence. <br /> However, all new businesses or existing businesses which <br /> expand after October 1, 1990 would be subject to the higher <br /> fencing requirements for Class B Fencing. <br /> She also noted that the Amendment set forth in Section 2 <br /> with regard Hardship Situations remain as originally <br /> proposed. <br /> Council Member Zakrzewski, the Sponsor of the Bill, then <br /> gave further supporting comments in favor of the Bill. <br /> Kathy Dempsey, then read a letter from Patricia DeClerq <br /> voicing support of the Substitute Bill. <br /> Council Member Luecke suggested that on Page 1, Paragraph 2, <br /> that the Bill be amended to 8 feet. It was agreed that this <br /> correction would be made. He also suggested that replacement <br /> of fencing should also be considered in the amendatory <br /> language at the top of Page 2. Council Member Zakrzewski <br /> stated that he would be open to this suggestion. Both the <br /> Council Attorney and Mrs. Dempsey noted that fencing is <br /> typically replaced in part by weather related matters or <br /> because of persons backing into the fencing. It was further <br /> noted that in both instances the owners must replace the <br /> fencing with fencing of uniform quality. <br />
