Area Board of Zoning Appeals—December 5, 2012 MR. FEDDER: Are they picture ID's. MR. MARTIN: Yes. Legal state issued ID's. MR. URBANSKI: And you keep a copy on hand? MR. MARTIN: We always keep, because the County requires this,when they come to inspect us they can actually come and see the waiver and the photo copy of the ID is attached to the waiver that the person signed. And that's actually what we do currently for the county. MR. HAWLEY: Just for my information on piercing is that still an 18 age factor there or not? MR. MARTIN: I think in the City the rules are a little bit different with the Health Department than they are in the County but we will follow whatever the rules are for the City. MR. HAWLEY: You don't know what those are off the... MR. MARTIN: They have a specific list on which piercings are allowed for under 18 and which aren't. And I'm pretty sure the ones that are allowed are the basic like the ears. I'm pretty sure that's pretty much it. I didn't bring a copy of that law with me but I've already made a career of following the rules in St. Joseph County and I plan to continue doing the same when I come into the City. IN FAVOR MS. I recently graduated from IU South Bend with highest distinction and I am a writer and body piercer. I'm here to speak in regards to speak in regards to Bicycle Gallery because I am the body piercer that David Martin hopes to employ if we are able to offer body piercing and tattooing. For six years I worked as professional piercer at Marvel Tattoo in South Bend. It has been my mission to offer safe, hygienic,and enjoyable body piercing services since I began piercing and I have worked to further my knowledge of piercing health and safety through the Association of Professional Piercers also known as the APP. A full description of the APP can be found on their website but an excerpt follows: Governed by a voluntary elected Board of Directors, the APP is a united group of piercing professionals that freely shares information to help fellow members,piercers, health care professionals, legislators, health inspectors,and the general public get the best and most up to date information about body piercing, At the past shop that I worked at I was unable to become a member of the APP because the shop did not meet the APP's stringent requirements and standards. At Bicycle Gallery, I will be working under APP standards in order to become a member. The APP sets the standard in the piercing industry for the highest level of hygiene,education, jewelry quality, and ethics. I will be honored to be the first and only piercer to offer such an immaculate piercing experience to the City of South Bend.
