Zoning and Vacation Committee <br /> January 8, 1990 <br /> Page 2 <br /> Council Member Coleman noted that he used to deliver papers <br /> to the properties in question and was very much in favor to <br /> both being designated as historic landmarks. <br /> Council Member Luecke advised the committee that Bill No. <br /> 116-89 would be continued to the January 22nd meeting at the <br /> request of the petitioner. <br /> The Committee then reviewed Bill No. 121-89 which is a Bill <br /> which would vacate an alley south of Jefferson Boulevard and <br /> between St. Louis Boulevard. <br /> Mr. Anthony George, the Petitioner, then reviewed the <br /> proposed Bill. He noted that he has been the owner of the <br /> property for approximately 12 years. It is currently zoned <br /> "C" Commercial and "E" Height and Area. He stated that he <br /> had been in discussion with the Engineering Department and <br /> was advised by the late Mel Humphreys that a vacation was <br /> not necessary. He further stated, however, that the current <br /> position of the Engineering Department requires that the <br /> vacation of the alley take place before any permits be <br /> issued. <br /> He then presented a letter dated November 22, 1989 from Mr. <br /> Donald E. Hipskind, the Chairman of the Board of Property <br /> for the Zion United Church of Christ (copy attached) which <br /> was in support of the proposed vacation. <br /> Mr. George showed a diagram of the proposed building. He <br /> noted that the lot size is 49 feet by 165 feet and that the <br /> proposed structure would be 32 feet tall for a total of 2900 <br /> square feet. He also stated that an easement agreement was <br /> being pursued between the church and himself with Mr. Hal <br /> Brueseke, the Attorney for the Church, working on the final <br /> terms and conditions of the easement agreement. He also <br /> stated that there would be no entry of off St. Louis. <br /> Council Member Slavinskas noted that the Board of Public <br /> Works gave a favorable recommendation to the proposed <br /> vacation. <br /> Council Member Niezgodski stated that the proposed easement <br /> agreement should be made a part of the record by the <br /> petitioner at this evening's Common Council meeting. <br />
