The second document given to the committee was a <br /> letter dated January 18, 1990 from Mr. Jack Mathews, <br /> Building Commissioner, verifying that the zoning is proper <br /> for the proposed use (copy attached) . All of this <br /> documentation was taken into consideration when the <br /> committee reviewed Resolutions No. 90-4 which is a three <br /> year real property tax abatement request on behalf of the <br /> company and also Resolution No. 90-5 which is a five year <br /> personal property request on behalf of the company for the <br /> property located at 2820 Viridian Street in South Bend. <br /> Mr. David Bent, the Attorney for the petitioner, then gave <br /> additional information. He showed blueprints of the <br /> proposed building. He noted that the business began as a <br /> two person operation which has grown substantially. It has <br /> both medical and aerospace application. Mr. Hartz then <br /> reviewed the various dimensions of the project. He noted <br /> that there current operation has no floor space left. They <br /> are currently renting. He also indicated that he would be <br /> willing to work with ETS but stressed that all employees <br /> would have to be qualified since it is a very skilled area. <br /> Council Member Luecke specifically noted for the record that <br /> the proposed project qualifies for tax abatement due to its <br /> SIC code. <br /> After much favorable discussion, Council Member Slavinskas <br /> made a motion seconded by Council Member Duda that <br /> Resolution Nos. 90-4 and 90-5 be recommended favorably to <br /> Council. The motion passed unanimously. <br /> The Committee then reviewed Sustitute Bill No. 118-89 (copy <br /> attached) which would appropriate $556, 000 received from the <br /> State of Indiana Department of Human Services, Emergency <br /> Shelter Grant Program. Mr. Ted Leatherman from the Bureau <br /> of Housing then reviewed the Bill. He noted that it would <br /> provide monies for services to the homeless and youth at <br /> risk. More specifically, the funds would be used to defray <br /> part of the costs in providing meals at the Center for the <br /> Homeless and at the Youth Service Bureau Safe Station. <br /> Council Member Slavinskas questioned the procedure with <br /> regard to youths do not want parental involvement initially. <br /> Council Member Duda noted that each case is handled on a <br /> case by case basis. Council Member Niezgodski noted that <br /> DPW also gets involved with such types of requests. <br /> Following discussion, Council Member Voorde made a motion <br /> seconded by Council Member Duda that Substitute Bill No. <br /> 118-89 be recommended favorably to Council. <br />
