• <br /> the rotation of the vote also be used on all roll call <br /> votes which take place in the Committee of the Whole. <br /> Following discussion, this proposal was agreed upon by <br /> majority of the Council members. <br /> Councilman Soderberg suggested that perhaps the City should <br /> prepare a card which would be attached to the podium <br /> reminding individuals who wish to address the Council that <br /> they must give their name and residential address before <br /> speaking. <br /> Various points of clarification were then discussed and <br /> recommended favorably to Section 2-9 dealing with <br /> parliamentary procedure. <br /> Considerable discussion then took place as to whether there <br /> should be a portion set aside on each Bill or Resolution for <br /> public hearing to allow questions. Councilman Luecke made a <br /> motion seconded by Councilman Duda that a five minute period <br /> for questions be permitted on each Resolution and Ordinance. <br /> The motion failed by a six to three vote. <br /> Following further discussion, Councilman Coleman made a <br /> motion seconded by Councilman Puzzello that all questions on <br /> Bills or Resolutions be made during the portion in <br /> opposition to such items. Following discussion by the <br /> Council, the motion and second were withdrawn. Each of the <br /> subsequent sections were then explained and the proposed <br /> amendments highlighted. <br /> Councilman Slavinskas recommended that in Section 2-12 that <br /> the first order of business be an invocation. He noted that <br /> he would be willing to be in charge of contacting <br /> individuals to give an invocation and when individuals were <br /> not available that he would give such an invocation. <br /> Councilman Coleman voiced support of this concept. A <br /> majority of the Council agreed to the proposed amendment. <br /> Following further discussion, the Council Attorney noted <br /> that she would prepare a substitute version Bill No. 10-88 <br /> incorporating all of the changes discussed by the Committee. <br /> There being no further business to come before the <br /> Committee, the meeting was adjourned at 5:20 p.m. <br /> Respectfully Submitted, <br /> Councilman Thomas Zakrzewski, Chairman <br /> Committee of the Whole <br /> TZ:srk <br /> Attachments <br />
