Anntinttitt &port <br /> ilia tilt Mammon & uctl of t!it Cttg of*aut>; mud: <br /> COMMITTEE OF THE WHOLE <br /> The March 24, 1988 meeting of the Committee of the Whole was. <br /> called to order by its Chairman, Councilman Tom Zakrzewski <br /> at 4: 00 p.m. in the Council informal meeting room. <br /> Persons in attendance included Councilmen: Luecke, <br /> Niezgodski, Puzzello, Slavinskas, Zakrzewski, Coleman, Duda, <br /> and Voorde, Irene Gammon, City Clerk, JoAnn Harper, Chief <br /> Deputy Clerk, James Wensits, and Kathleen Cekanski-Farrand. <br /> Councilman Zakrzewski noted that the purpose of the meeting <br /> was to review Bill No. 10-88 which would amend the Council <br /> rules governing the Common Council. Councilman Zakrzewski <br /> then called upon the. Council Attorney to review the Bill. <br /> Kathleen Cekanski-Farrand noted that the proposed Bill <br /> incorporates the various proposed changes informally <br /> discussed by the Council members earlier this year. She <br /> noted that since the Bill was filed in early February that <br /> two additional items should be discussed for possible <br /> inclusion into the Bill. The first is to allow the Common <br /> Council to hear a formal address on an annual basis by the <br /> Mayor. She noted that I.C. 36-4-5-3 (copy attached) <br /> requires to Mayor to "provide a statement of the finances <br /> and general condition of the City to the City legislative <br /> body at least once a year. " She noted that many other . • <br /> communities have such a formal address before the Council. <br /> Councilman Voorde suggested that this be included at the <br /> second regular meeting of the Council each January. He also <br /> noted that he had discussed this with the Mayor and that he <br /> was receptive to the idea. A majority of the Council agreed <br /> to include this new section. <br /> The Council Attorney then noted that she would recommend <br /> inclusion of reading the amended title by the City Clerk <br /> when an amendment has been approved by the Council. <br /> Following discussion, a majority of the Council agreed to <br /> include this amendment. <br /> The Council Attorney then reviewed each of the major changes <br /> on a section by section basis. Councilman Voorde suggested <br /> that in Section 2-2 that the instruction and promotion <br /> accounts be added to this section. A majority of the <br /> Council agreed to this amendment. <br /> It was noted that in Section 2-7 (e) that a procedure was <br /> incorporated to rotate the roll call votes on third readings <br /> and on all Resolutions.
