University of Notre Dame would be the owners of the building <br /> which would be substantially renovated and then be used as a <br /> home for the homeless. She noted that the United Religious <br /> Community as well as the Council of Providers of Services to <br /> the Homeless, Inc. would be coordinating efforts so that <br /> numerous types of programs and counseling facilities would <br /> be available at that location. Additionally, there would be <br /> recreation facilities and food services. <br /> Councilman Zakrzewski noted that the facility is located in <br /> the 6th District. He further noted that there are over 700 <br /> to 1, 000 homeless in St. Joseph County. He voiced strong <br /> support of the project. <br /> Councilman Duda noted that she sat on the task force for the <br /> homeless in 1983 which was begun by Hope Rescue Mission. <br /> She also strongly supported the proposed rezoning. <br /> Councilman Coleman questioned why "A"-3 was not considered. <br /> Mrs. Baumgartner noted that the "B" Residential <br /> classification was being recommended by Mr. Jack Mathews, <br /> the Building Director. <br /> Mr. T. Brook Brademas, a Vice-President of "COPOSH" also <br /> spoke in favor of the Bill. <br /> Following further discussion, Councilman Luecke made a <br /> motion seconded by Councilman Coleman that Substitute Bill <br /> No. 34-88 be recommended favorably to Council. The motion <br /> passed. <br /> Councilman Slavinskas then noted that Bill No. 60-88 which <br /> is the proposed alley vacation off of Portage Avenue being <br /> requested by 1st Source Bank was recommended favorably by <br /> the Committee two weeks ago. Since no further action was <br /> needed by the Committee at this time, the Committee stood by <br /> its action of two weeks ago. <br /> Councilman Slavinskas then noted that the next Bill on the <br /> agenda was to review Bill No. 67-88 which is a petition to <br /> vacate an alley off of Lincolnway West. Mrs. DeLanghe <br /> presented the Bill. She noted that there were no objections <br /> raised from adjoining property owners and that it received a <br /> favorable recommendation from the Area Plan Commission. She <br /> noted numerous problems of motor scooters, noise, and <br /> overall nuisances in the area. <br /> Councilman Niezgodski noted that there were no remonstrances <br /> that he was aware of to this proposed rezoning. <br /> Councilman Zakrzewski noted that he has known Mr. & Mrs. <br /> DeLanghe for several years and would be in favor of the <br /> proposed rezoning. <br /> 2 <br />
