% <br /> (anmmtttrn g,pnrt <br /> JOINT MEETING OF THE PERSONNEL AND FINANCE AND <br /> RESIDENTIAL NEIGHBORHOODS COMMITTEE <br /> ga tilt Mama= Omit of the City of * <br /> The October 24, 1988 Joint Meeting of the Personnel. . and <br /> Finance and Residential Neighborhoods Committee was called <br /> to order by Personnel and Finance Chair Person Council <br /> Member Ann Puzzello at 5:10 p.m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Luecke, <br /> Niezgodski, Soderberg, Puzzello, Slavinskas, Zakrzewski, <br /> Coleman, Duda, and Voorde; Mr. Max Moore, Hedy Robinson, <br /> Katie Humphreys, Mr. Robert Watkins, Mr. James Wensits, and <br /> Kathleen Cekanski-Farrand. <br /> Council Member Puzzello noted that the purpose of the <br /> meeting was to continue the discussion of Substitute Bill <br /> No.. 82-88. <br /> The Council Attorney was then called upon' to review two <br /> proposed substitute versions of Bill No. 82-88, one which <br /> would address a loan procedure and other which would address <br /> an expenditure (copies attached) . She then reviewed the <br /> changes in each of the proposed substitute bills. <br /> Council Member Slavinskas briefly explained the need for the <br /> non-reverting housing maintenance fund and voiced support of <br /> the expenditure proposal. <br /> Council Member Voorde stated that he believed a loan program <br /> would be preferable and suggested that the Economic <br /> Development Department be incorporated in the capacity of <br /> performing a preliminary review for the need. He stated <br /> that this would be similar to the procedures in effect for <br /> tax abatement procedures in rezonings. <br /> Council Member Luecke suggested that perhaps a bill <br /> incorporating either a loan or expenditure process could be <br /> pursued. Council Member Coleman also suggested that perhaps <br /> both avenues should be pursued. Council Member Duda <br /> preferred to loan proposal. <br /> Following considerable discussion Council Member Soderberg <br /> made a motion seconded by Council Member Duda that the loan <br /> proposal be recommended favorably. The motion passed by a 6 <br /> to 2 vote with Council Members Slavinskas and Puzzello in <br /> the minority and Council Member Niezgodski being unable to <br /> vote since he was not a member of either committee. <br /> Discussion then took place with regard to the need for the <br /> City and the South Bend Housing Authority to enter into a <br /> new intergovernmental agreement since the last agreement was <br />
