Qioumd22rr ;Report <br /> Y <br /> HUMAN RESOURCES AND DEVELOPMENT COMMITTEE <br /> OW Up Manumit (Qouncit of Up thing of ftout1 Nadi: <br /> The October 12 , 1987 meeting of the Human Resources and Develop- <br /> ment Committee was called to order by its Chairman, Councilman <br /> Eugenia Braboy, at 5 :00 p.m. in the Council informal meeting <br /> room. <br /> Persons in attendance included : Councilmen : Serge, Braboy, <br /> Zakraewski, Taylor, Paszek, Voorde , Puzzello, and Barcome ; Douglas <br /> Carpenter, Ernest Szarwark, Hedy Robinson, Jon Hunt , Simon Brazy, <br /> Isaiah Jackson, Mayor Parent , James Wensits , and Kathleen Cekanski- <br /> Farrand. <br /> Councilman Braboy noted that the first item on the agenda was to <br /> review Resolution No. 87-82 , which is a request for Real Property <br /> Tax Abatement for 228-230 South Michigan Street. Hedy Robinson <br /> then reviewed the report from the Department of Economic Develop- <br /> ment (copy attached) . She noted that the project would entail a <br /> cost of thirty seven thousand dollars ($37 , 000. 00) to remodel the <br /> exterior of the building in question . The request was for a six <br /> (6) year Tax Abatement and the petitioner, Mr. Simon Brazy, was <br /> present. <br /> Following discussion by the Committee, Councilman Taylor made a <br /> motion, seconded by Councilman Puzzello that Resolution No. 87-82 <br /> be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Resolution No. 87-83 , which is a Real <br /> Property Tax Abatement for the property located at 902-910 East <br /> Ireland Road in Bowman Drive , in High Streets, <br /> Hedy Robinson then reviewed the report from the Department of <br /> Economic Development (copy attached) . Mr. Ernest Szarwark, the <br /> Attorney for the petitioner, noted that the Real Property Tax <br /> Abatement was for a three year period. The project was part of the <br /> Erskin Plaza, which would be a nine million dollar ($9, 000, 000. 00) <br /> project , with remodeling the Ireland Village, and building a new <br /> shopping center of one hundred and sixty eight thousand (168 , 000 <br /> sq. ft. ) square feet. Two hundred and ten (210) part time and full <br /> time jobs would be a part of the project. Mr. Szarwark noted that <br /> venture stores had applied for a building permit against advice <br /> given to the owner. The Council Attorney noted that she had had <br /> discussions with Mr. Szarwark, as well as Ann Kolata, with regard <br /> to this issue. The city ordinance specifically calls for a prohi- <br /> bition of Tax Abatement , if the owner applies for a building permit <br /> prior to the filing of a petition for Tax Abatement . In this case, <br /> the owner did not apply for such a building permit , and therefore <br /> the process was not flawed. The Council Attorney recommended that <br /> the Council could go forward on this Tax Abatement request and con- <br /> sider it . <br /> Councilman Braboy noted that she believed that the project would be <br /> an asset to this part of the city.
