QtummIttn �rpi rz <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> Wu tip glom= &mutt of tip Ong of*aid!, *nit <br /> The September 14 , 1987 meeting of the Human Resources and <br /> Economic Development Committee was called to order by its Chair- <br /> mand Councilman Eugenia Braboy at 5 : 20 p.m. in the Council <br /> informal meeting room. <br /> , Persons in attendance included : Councilmen Braboy, Voorde, <br /> Serge, Beck, Zakrzewski, and Taylor ; Ann Kolata, Jon Hunt , T. <br /> Brooks Brademas , and Kathleen Cekanski-Farrand. <br /> Councilman Braboy noted that the first item on the agenda <br /> was to review Resolution No . 87-72 which would designate the <br /> property commonly known as 716 North Niles Avenue as an economic <br /> revitalization area for real property tax abatement . <br /> Ann Kolata noted that the state law had changed effective <br /> July 1 , 1987 and that the Statement of Benefit Section is in the <br /> process of being modified. All of the forms are currently being <br /> redrafted but will be made available shortly. <br /> She indicated that the proposed tax abatement petition was <br /> for a six year real property tax abatement. She further indicated <br /> that it was within an impact area and that the developer has <br /> agreed to conform to the central development regulations. It was <br /> also noted that the re-development had approved the proposal. <br /> Councilman Voorde questioned which petitions had to go through <br /> the design review committee. Mrs. Kolata indicated that all those <br /> in the downtown area must have approval for the exterior proposals. <br /> Mr. Brademas indicated that he had no problems to date with the <br /> committee. He then reviewed the plans in greater detail. He <br /> noted that to date one-hundred forty-two (142) new jobs had been <br /> created at his last project with twenty-five percent (25%) being <br /> minority employees. He indicated that the new project would have <br /> eighty units with eight units in each of ten buildings plus a gate <br /> house. He anticipated that it would be like a "residence inn". <br /> He then showed a picture of the proposed drawing to the committee <br /> and indicated that the project was primarily aimed at individuals <br /> who are interested in staying for ten to fourteen days or longer . <br /> He noted that the Inlan Steel Executives were in need of such <br /> long term lodging. He further indicated that there would be twen- <br /> ty. two bedroom units and sixty one bedroom units. The average <br /> cost would be sixty-five dollars per day including breakfast and <br /> that the cost would decrease as the stay increases. <br /> The Council Attorney indicated that there would be needed <br /> changes to the tax rate numbers in the resolution which she read <br /> and would advise the city clerk' s office of the changes . Following <br /> further discussion Councilman Taylor made a motion seconded by <br /> Councilman Serge that the amended version of Resolution No . 87-72 <br /> be recommended favorably to Council.
