She noted that the request <br /> was required in order to expand the boundaries to include the <br /> Mastic area . She noted that the resolution would affect three <br /> (3) basic areas , namely : 1 ) the size that , if approved , a total <br /> of 2 . 93 square miles would be within the Zone with the State law <br /> providing for a maximum of 3 . 0 square miles ; 2) the employment <br /> figures would be changed ; and 3) the percentage regarding <br /> industrial development would also be changed . She noted that the <br /> meeting at the State level is scheduled for April 9 , 1987 . <br /> Mr . Ernest Szarwark of the Barnes and Thornburg law firm then <br /> briefly explained the three-phase project , He noted that the <br /> first phase would include a $5 million expansion to help address <br /> the problem of the lack of on-site storage warehouse facilities . <br /> He then explained the overall process of manufacturing vinyl <br /> gutters and siding . He noted that the final phase would be an <br /> expansion of the existing building for research and development . <br /> There are currently 292 hourly employees and 153 salaried and/or <br /> commission employees . Both of these classifications would be <br /> increased moderately. He emphasized the need to modernize the <br /> local facilities and that the petitioner was very much interested <br /> in remaining in South Bend . Mr . Al Okerson of the Mastic <br /> Corporation was also available for comment and questions . <br /> Following favorable comments by the Committee , Councilman Taylor <br /> made a motion, seconded by Councilman Beck, to recommend <br /> Resolution 87-25 favorably to Council . The motion passed <br /> unanimously. <br /> The Committee then reviewed Resolution 87-26 which would approve <br /> the application of the Housing Authority of the City of South <br /> Bend to the U. S . Department of Housing and Urban Development for <br /> funds to acquire existing housing . <br /> Mr . Al Watson noted that the application deadline was the 14th . <br /> He further noted that funds were to be made available for the <br /> development of "new public housing" and that the Housing <br /> Authority was interested in procurring fifty (50) units <br /> throughout the City . He noted that there are currently 455 <br /> applications on file which are on a waiting list and over 600 <br /> applications on file for individuals awaiting Section 8 housing . <br /> Approximately 30-40 names are taken off the list on a monthly <br /> basis . <br /> Councilman Voorde complimented the Housing Authority with regard <br /> to their rehabilitation project on Taylor Street . Councilman <br /> Barcome and Councilman Serge also had favorable comments over the <br /> rehabilitation . Mr . Watson that the project should be completed <br /> within the next thirty (30) days . <br /> 2 <br />
