QtnututUtn at part
HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE
Mu tit elm= Council of t1, O ttg of*mall Stub:
The March 23 , 1987 meeting of the Human Resources and-- Economic
Development Committee was called to order by its Chairman ,
Councilman Eugenia Braboy , at 5 : 00 p .m . in the Council informal -
meeting room.
Persons in attendance included Councilmen : Voorde, Barcome ,
Braboy , Puzzello , Taylor, Serge , Beck, and Paszek ; Jon- Hunt, K .C.
Posius, Ernest Szarwark of the Barnes and Thornburg law offices ,
Elizabeth Leonard , Hedi Robinson , Pam Meyer , members of the news
media , and Kathleen Cekanski-Farrand .
Councilman Braboy noted that the first item on the agenda was to
review Bill No . 19-87 which would transfer $391 , 092 . 00 between
various accounts within the division of community development .
Beth Leonard noted that this was a technical bookkeeping
correction and did not indicate any extra dollars available . She
noted that the City will be receiving $2 .368 million ; however ,
they had anticipated receiving $2 . 540 million.
She specified that the largest item in the transfer would cover
1985 and 1987 ULO (unspecified local options) appropriations .
She noted that the ULO monies in 1986 were basically unallocated
monies and program income received .
Following discussion by the Committee , Councilman Taylor made a
motion , secconded by Councilman Beck, that Bill No . 19-87 be
recommended favorably to Council . The motion passed unanimously.
The Committee then reviewed Resolution 87-21 which was a petition
for real property tax abatement for the property located at 329
331-333 South Michigan Street . Mr . Jon Hunt noted that this was
the petition on behalf of Business Communications which was
delayed from the last Council meeting . It was also noted that
the Redevelopment Commission had approved the request at their
meeting of March 20 , 1987 . Hedi Robinson noted that the report
from the Redevelopment Department had been given at the previous
Council meeting and that the petitioner met the standards for a
six (6) . years abatement .
Following further discussion by the Committee members , Councilman
Puzzello made a motion , seconded by Councilman Taylor , to
recommend Resolution 87-21 favorably to Council. The =motion
passed .
The Committee then reviewed Resolution 87-25 , a resolution
authorizing the Urban Enterprise Association of South Bend to
submit an application to the Indiana Enterprise Zone Board for an
enterprise zone boundary modification.
nRtt /R[tt PUBLISHING CO. 1
