Qtnmmtfrn Ennui
JOINT COMMITTEE MEETING
PUBLIC SAFETY COMMITTEE/PERSONNEL & FINANCE COMMITTEE
(go tip OlA1nntpn Council of t1, Ottg of Suutli drub:
The May 11 , 1987 meeting of the Public Safety Committee and
the Personnel & Finance Committee was called to order by the
Chairman of the Public Safety Committee, Councilman Ann Puzzello,
at 4:05 p .m. in the Council informal meeting room.
Persons in attendance included: Councilmen Serge, Braboy,
Puzzello, Zakrzewski, Paszek, Barcome and Voorde; Cafol Sanders,
Dan Mirocha, Chief Luther Taylor, Norman Primus, members of the
news media, and Kathleen Cekanski-Farrand .
Councilman Puzzello noted that the first item to be reviewed
by the Committee was Bill No. 29-87 which is a bill to establish
a non-reverting fund entitled the South Bend Haz-Mat Fund .
Chief Taylor noted that he is requesting the creation of the
fund so that funds received for responses to hazardous spills
would be placed in the dedicated fund as opposed to going into
the general fund .
He noted that the City of South Bend currently has contract
with the Toll Road whereby the City would receive the sum of two
thousand dollars ($2 ,000.00) for the first eight (8) hours when
responding to a hazardous spill .
Chief Taylor also indicated that the City of South Bend is
having difficulty collecting money from other communities where
they have responded to a hazardous spill. He indicated that
several communities believe that they are covered by a mutual aid
agreement and are, therefore, refusing to reimburse the City of
South Bend .
Chief Taylor also noted that there were five (5) runs made
on the Toll Road last year and five (5) runs made throughout the
County. He also indicated that South Bend was the first city to
have such a program in existence in the State of Indiana.
Following discussion by the Committee, Councilman Braboy
made a motion, seconded by Councilman Serge, that Bill No. 29-87
be recommended favorably to Council . The motion passed
unanimously.
The Committee then reviewed Bill No. 30-87 which would
appropriate $79 , 650.00 from the dedicated Emergency Medical
Service Fund to defray various EMS related expenses .
•R[[ ►R[R• ✓lA ►URLI8MIND[O.
