Otnmutfttrr rpitrt <br /> ZONING AND VACATION COMMITTEE • <br /> WO the emu= ltouzuU of the Mfg of Smith Sta: <br /> The April 13 , 1987 meeting of the Zoning and Vacation <br /> Committee was called to order by its Chairman, - Councilman John <br /> Voorde , at 4 :35 p.m. in the Council informal meeting room. <br /> Persons in attendance were included : Councilmen Serge, <br /> Braboy , Puzzello , Beck, Zakrzewski , Paszek, Barcome, and Voorde; <br /> members of the news media , Rick Morgan, and Kathleen Cekanski- <br /> Farrand. <br /> Councilman Voorde noted that the first item on the agenda <br /> was to review Bill No . 10-87 which would rezone various property <br /> located at the southeast corner of St. Louis and Wayne Streets in <br /> the City of South Bend. <br /> Mr. Richard Morgan of the Barnes and Thornburg law firm <br /> represented the petitioner , Dr. Ralph Ganser . He noted that this <br /> was a substitute bill which incorporated a new legal description. <br /> The area in question is currently vacant ; however , a two-story <br /> brick office building of 40, 000 square feet is proposed with <br /> underground parking for 23 vehicles . He noted that a total of <br /> 164 parking spaces would be needed and that the area would be <br /> properly screened . He then showed a preliminary site plan to the <br /> Committee. It was also noted that the Area Plan Commission gave <br /> a favorable recommendation to the proposed rezoning . <br /> Following questions by the Committee, Councilman Serge made <br /> a motion , seconded by Councilman Puzzello , that Substitute Bill <br /> No. 10-87 go to Council favorably. The motion passed unanimously. <br /> The Committee then reviewed Bill No. 9-87 which is a zoning <br /> ordinance for the property located at 914 South Ironwood . <br /> Councilman Voorde noted that the Area Plan Commission gave a <br /> favorable recommendation at its meeting of March 17, 1987. Helen <br /> Miller , the petitioner , was present and basically explained that <br /> the rezoning would allow the continued use of that site as a <br /> jewelry store . She noted that approximately one (1) year ago she <br /> had petitioned the Council and received a favorable review at <br /> that time ; however , she was unable to submit a final site plan <br /> within the one ( 1) year requirement . Councilman Beck noted that <br /> the property has always been utilized as a commercial use and was <br /> in favor of the rezoning . <br /> Following discussion by the Committee , Councilman Beck made <br /> a motion , seconded by Councilman Serge , that Bill No . 9-87 go to <br /> Council favorably.
