City of South Bend: PE Services for Safe Routes to School – Muessel Primary and Holy Cross School Area (DES# 1900447) | Page 8 <br />TEAM PROJECT APPROACH RELEVANT EXPERIENCE <br />UTILITY COORDINATION <br />HWC understands time constraints with the environmental process. A critical timeline component is getting Metric started as soon as <br />possible. We achieve this by providing them Stage 1 plans as quickly as possible. There are no archaeological sites or aboveground <br />historic resources in the immediate vicinity, therefore, it is anticipated to process the project under the Minor Projects Programmatic <br />Agreement (MPPA) Categorical B-1 for sidewalk replacement and handicap accessible curb ramps. There are several properties in the <br />area that are considered eligible for the National Historic Register of Historic Places. The project is 7,200’ southeast of the South Bend <br />Regional Airport which requires coordination with INDOT-Aviation. If right-of-way is required from Muessel Elementary or Muessel Park, <br />then Section 4(f) coordination will be required with the South Bend Park Board and/or the school. There are three mapped hazardous <br />material concerns in the project area which will require a Red Flag Investigation. It is anticipated that a Programmatic Categorical <br />Exclusion (PCE) will be required. <br />WSP will oversee the right-of-way development for this project. They will provide the <br />title and encumbrance reports and manage any required right-of-way engineering for <br />any parcels where acquisition is deemed necessary. All work will be designed to avoid <br />the need for any acquisition, however, in order to improve upon existing ramps and <br />depending on existing conditions, it may not be able to be avoided. Should additional <br />right of way be required, we’ve found one way to prepare for acquisition is to conduct <br />no-contact appraising and review appraising as a part of the preliminary engineering <br />process. This allows us to control the schedule and have the appraisal work completed <br />around the same time as the expected environmental approval, which will then <br />expedite the purchasing process. <br />Our field work lead time is about one <br />month. From the Notice to Proceed <br />(NTP) date, our Survey Department will <br />schedule the project. Our department <br />is familiar with South Bend as they <br />have conducted several surveys in the <br />area over the past few years. From the <br />NTP date, we should get a final survey <br />deliverable in 2.5 to 3 months. <br />HWC’s Katie Olsen will provide Utility Coordination <br />on the project. The primary utility conflict seen on <br />these types of projects is utility pole relocations when <br />new ramps are needed to be installed. Katie will <br />coordinate early and often with all identified utilities <br />in the project area to ensure any potential conflicts <br />are addressed in a timely manner and do not delay <br />the project schedule. A summary of the utilities in the <br />area identified by an 811 request is provided below. <br />ENVIRONMENTAL AND PERMITTING <br />RIGHT-OF-WAY SURVEY 811 UTILITIES <br />ESTIMATED SCHEDULE <br />HWC and WSP will coordinate with South Bend, construction, maintenance, and asset teams to further refine a specific schedule of deliverables for project delivery, and <br />verify related projects and maintenance work plans. Shown below is a preliminary project schedule identifying project progress and milestones. HWC will coordinate to <br />expedite the project schedule to meet South Bend’s expectations.
