City of South Bend: PE Services for Safe Routes to School – Muessel Primary and Holy Cross School Area (DES# 1900447) | Page 7
TEAM PROJECT APPROACH RELEVANT EXPERIENCE
DES # 1900447 - AREA BOUNDED BY WILBER STREET,
LINCOLN WAY W., SHERMAN AVENUE, AND VASSAR AVENUE
PROJECT APPROACH
The area bounded by Wilber Street, Lincoln Way West, Sherman Avenue, and Vassar Avenue
is approximately 0.2 square miles and contains over 30 intersections and two schools. The
majority of the curb ramps in this area are not ADA compliant and there are numerous locations
of sidewalks that are in need of repair or replacement. Some corners do not even have a
curb ramp. There are no compliant ramps at alley crossings and some school driveways are
missing compliant ramps. Crossing stripes in place are in need of re-striping and the non striped
crossings need adequate striping to allow for safe pedestrian crossings.
The purpose of this project is to improve pedestrian safety with an emphasis on major walking
routes to and from the local schools. Non-compliant ramps will be removed and replaced with
new compliant ramps. Pavement markings will either be added or renewed to delineate and
make crossings safer for pedestrians. Sidewalks will be replaced where they have shoved and
become separated. HWC also proposes the investigation of installing a HAWK (High Intensity
Activated Crosswalk) beacon on Lincoln Way West due to the high traffic volume along this route.
HWC will work closely with the City of South Bend to choose the optimal and most preferred
crossing locations and improve upon existing signing and pavement markings to ensure the
general public has safe routes to and from the local schools.
PROJECT LIMITS
Site Visit on 2/14/22
