• <br /> Cattuttintt itt#rart <br /> • <br /> • <br /> go tilt Munn= &until aft* ettg pf 60 /kat HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> The September 8, 1986 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its Chairman Eugenia Braboy - <br /> at 5 :10 p.m. in the Council informal meeting room. <br /> Persons in attendance included Councilmen Barcome, Paszek, Serge, <br /> Braboy, Taylor, Puzzello, Beck, and Voorde; Ann Kolata, Jon Hunt, George <br /> Herendeen, Timothy Woods, members of the news media and Kathleen Cekanski- <br /> Farrand. <br /> Councilman Braboy noted that the first item on the agenda was to <br /> • review Resolution No. 86-47 which would designate the 800 block of <br /> South Lafayette Street as an economic revitalization area for purposes of <br /> real property tax abatement. It was noted that the property owner was <br /> Transwestern Investment, Inc. Mrs. Kolata then reviewed the report from <br /> the Department of Economic Development (copy attached) . <br /> Mr. George Herendeen, the attorney for the South Bend Policemen' s <br /> Credit Union noted that the Credit Union had agreed to buy the property <br /> subject to having a proper rezoning change. It was noted that since it . <br /> • is in a TIF area that the Redevelopment Commission would have to act ,on <br /> the proposal which is scheduled for September 12, 1986. It was noted <br /> that the maximum real property tax abatement that it would qualify for <br /> under the City ordinance, according to the Council Attorney, would be <br /> three years. <br /> Councilman Beck questioned whether the proposed Credit Union would <br /> interfere with any expansion plans for Avanti; whether there would be any <br /> breaks being given in light of the fact that it is an urban enterprize zone; <br /> and why the structure would not be built in the downtown area. <br /> Mr. Herendeen noted that it was his understanding that the current <br /> facilities for Avanti would meet plans for production, and that the <br /> location was important in light of the proximity to the police station. <br /> Mrs. Kolata was unaware of any special benefits that the credit union <br /> would receive by being in the urban enterprize zone. <br /> The Council Attorney suggested that Section II of the resolution <br /> be changed from 5 years to 3 years since it was the maximum period of time <br /> for real property. <br /> Councilman Barcome made a motion seconded by Councilman Taylor that <br /> Section II be amended as recommended by the Council Attorney and that <br /> the amended version of Resolution of 86-47 be recommended favorably to <br /> Council. The motion passed unanimously. <br /> It was also noted that currently the South Bend Policemen' s Credit <br /> Union is leasing space from the MSF and there were problems regarding <br /> privacy. <br /> Mr. Larry Johnson then addressed the Committee under miscellaneous <br /> rose PRESS .olgyv+ PUSI.ISNINO co. <br />
