/ <br /> i <br /> Rules Committee July 17, 1986 <br /> The meeting convened at 4:50 p.m. Council Members Beck, Braboy, Puzzello, <br /> Taylor and Voorde in attendance. <br /> Kevin Butler, attorney for the Rules Committee, indicated that a complaint <br /> had been filed with the Council and referred to the Rules Committee. He <br /> indicated that the Rules Committee had commenced action relative to the <br /> complaint. He indicated requests that Councilman Paszek resign and that <br /> the Council demand his resignation. He indicated that the Rules Committee <br /> does have jurisdiction over this matter. <br /> Council Member Taylor made a motion that the meeting be continued and the <br /> Rules Committee made a recommendation and hold the final meeting on this <br /> topic on Monday, seconded by Council Member Voorde. The motion carried. <br /> Council Member Taylor made a motion that the investigation conducted so <br /> far are in fact adequate for us to make our determination and conclude <br /> investigation on this topic, seconded by Council Member Voorde. The <br /> motion carried. <br /> Council Member Taylor made a motion to probable cause does exist and the <br /> Rules Committee should continue with discussion concerning recommendations <br /> for action, seconded by Council Member Puzzello. The motion carried. <br /> Marva Leonard, attorney, indicated she was representing one of the <br /> complaining parties and she made an objection to Mr. McFadden, Mr. Butler <br /> and the Rules Committee discussion the issues without the complainant <br /> being involved. <br /> Council Member Taylor made a motion that the complaint filed by the NAACP <br /> and the Urban League was properly filed with the Common Council, seconded <br /> by Council Member Puzzello. The motion carried. <br /> Council Member Taylor made a motion that the Rules Committee does have <br /> jurisdiction to hear this complaint, seconded by Council Member Voorde. <br /> The motion carried. <br /> Council Member Puzzello made a motion, based on information heard today <br /> and previous information, that Mr. Paszek did say the things printed in <br /> the Tribune, seconded by Council Member Taylor. The motion carried. <br /> Council Member Taylor made a motion that Council Member Paszek was not in <br /> violation of Indiana Code, seconded by Council Member Puzzello. The <br /> motion carried. <br /> Council Member Taylor made a motion that Council Member Paszek was in fact <br /> in violation of Section 2-10.1 (a) , seconded by Council Member Puzzello. <br /> The motion carried. <br /> Council Member Voorde made a motion that Council Member Paszek was in <br /> violation of Section 1-8(o) of the Municipal Code, seconded by Council. <br /> Member Braboy. The motion carried. <br /> Council Member Voorde indicated he would recommend Council Member Paszek <br /> be publicly censure. <br />
