r- <br /> Page 2. <br /> Zoning and Vacation Committee <br /> and Council approval. <br /> Councilman Zakrzewski noted that he believed the competition was good <br /> however he further believed that many small businesses are better than one <br /> large business. He noted that in. his review of the petitions that 85% <br /> of them were from City residents with the remaining 15% residing in the <br /> County. <br /> Councilman Zakrzewski stated that traffic remained a high concern <br /> to him and that it would be difficult if not impossible to restrain traffic <br /> on Gertrude and Ewing Street. <br /> Councilman Puzae.11o_questioned the creation of' 20 jobs. It was noted <br /> that four people would be on the site itself and that four crews would be <br /> involved. . Mr. Peterson then reviewed the crew operation as proposed. <br /> He noted that a similar plant was in existence in Washington, Indiana and <br /> that some of the individuals from that location would come to South Bend <br /> for set-up purposes. Councilman Puzzello also raised a question with regard <br /> to mobility and she was advised that the operation would not be mobile. <br /> It was further stated that Mr. Brademas would not be seeking tax abatement. <br /> Councilman Braboy noted that many of the concerns brought to her <br /> attention questioned on ingress and egress to the site location and <br /> whether there would be extension costs to the City for the extension of <br /> sewers and Water. Mr. Brademas stated that there would not be such a cost <br /> involved. <br /> Mr. John Hamilton stated that the situation was one of the <br /> economically powerfully versus single family home owners. He did not believe <br /> that junkyards would be allowed to expand in response to Council President <br /> Beck' s question regarding zoning and location of single family homes. <br /> Councilman Beck also noted that a new zoning law would take effect September <br /> 1 and read briefly from the law at I.C. , 36-7-4.-500. Mr. Hamilton noted <br /> that the arguments involved go far beyond 300. feet adjacent to the proposed <br /> site. He mentioned a culvert problem, the fact that the road is in poor <br /> condition, as well as traffic concerns. Councilman Beck questioned whether <br /> Mr. Hamilton was representing the remonstrators in the role of an attorney <br /> and she was advised that he was serving as a volunteer. <br /> Councilman Barcome raised concerns with regard to a letter he had <br /> received with raised questions of smell and stains from various residues, <br /> Mr. Brademas stated that he would address this and that it would not be a <br /> problem..of his operation. <br /> Following further discussion Councilman Zakrzewski made a motion <br /> seconded by Councilman Puzzello that Substitute Bill No. 25-8.6 go to <br /> Council unfavorably. A 2-2 vote resulted. <br /> Councilman Beck then made a motion seconded by Councilman Serge that <br /> the bill go to Council without recommendation. The motion passed 3 _to 1. <br />
