O1rnz # trr Rrpitrt <br /> r' <br /> go t(u Mammon M.pu& pith, tlitg of e *de ZONING AND VACATION COMMITTEE <br /> The May 12, 1986 meeting of the Zoning and Vacation Committee was <br /> called to order by its chairman Councilman John Voorde at 4 :15 p.m. in <br /> the Council informal meeting room. <br /> Persons in attendance included Councilmen Serge, Braboy, Beck, Puzzello, <br /> Zakrzewski, Barcome, Paszek,and Voorde; Doug Carpenter, Mr. John Hamilton, <br /> Mr. T. Brooks Brademas, Mr. James Wensits, Mr. Dick Maginot, Mr. Bill <br /> Peterson, and Kathleen Cekanski-Farrand. <br /> • <br /> Councilman Voorde noted that Bill No. 48-86 would not be heard by the <br /> Committee in light of the fact that the Board of Public Works requested a <br /> continuance in order to view the proposed area to be vacated. They would <br /> have a recommendation to the Council for the next regular Council meeting. <br /> The next item on the agenda was to review Bill .No. 25-86 which would <br /> re-zone from "A" Residential A Height in Area to "E" Heavey Industrial A <br /> Height in Area, and area of approximately acres along 4000 South Gertrude <br /> in the Sixth District. Councilman Voorde noted that this was being sent to <br /> the Council by the Area Plan without recommendation. <br /> Mr. T. Brooks Brademas, the developer of the proposed asphalt hatching <br /> plant, then .gave a presentation. He noted that petitions in opposition <br /> which had been sent to each of the councilmembers contained signatures of <br /> individuals who lived approximately five miles away. <br /> He noted that the basic concerns involved odor, smoke, and noise <br /> problems. Mr. Brademas stated that there would be no odor, smoke or noise <br /> off the edges of the site. He stated that he had talked to the Health <br /> Department today and that there were no instances of complaints of similar. <br /> operations. <br /> He noted that councilmen Paszek, Barcome, Voorde and Zakrzewski raised <br /> concerns with regard to traffic. Mr. Brademas stated that none of his <br /> trucks would go in a northerly direction and would never go on to Ewing. <br /> He further mentioned that he would use tandem trucks of a 15 ton maximum. <br /> Mr. Brademas then passed around for the Committee' s consideration the <br /> St. Joseph County Land Use Maps for the area. He stated that was consistent <br /> with the land use plan. <br /> He also added that a firing range adjacent to the area in question <br /> would be in place. He noted that 50 new jobs have already been created by <br /> his Operation from May 20, -1985 through May 12, 1986 , seven of which were <br /> minoritys. He then circulated a list of employees. _ <br /> He requested that the Common Council be reasonable in reviewing the <br /> zoning petition. He further noted that he would guarantee 20 new job <br /> opportunities and would earmark five for disadvantaged. He stated that the <br /> batching operation would use five of the forty acres with the remaining part <br /> being a buffer. He stated that future plans would develop the front part as <br /> an industrial park but he believed that this would require both Area Plan <br /> IN.. mos w4XMlw ♦U.I.I.NIN. CO <br />
