HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> The June 24, . 1985 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its chairman, Councilman <br /> Eugenia Braboy at 4: 15 p.m. in the Council informal meeting room. <br /> r <br /> Persons in attendance included Councilmen: Serge, Beck, Voorde, Paszek, <br /> Puzzello, Crone, Braboy and Taylor, Colleen Rosenfeld, Ann Kolota, Kathleen <br /> Cekanski-Farrand and members of the news media. <br /> Councilman Braboy noted that the purpose of the meeting was to discuss <br /> Bill No 62-85 which would transfer $475,174. 00 among various accounts <br /> within the division of Community Development. <br /> Colleen Rosenfeld, the Director of Community Development then reviewed <br /> the proposed bill. It would transfer unutilized funds to projects which <br /> require additonal funds or are new projects . She highlighted many of the <br /> items set forth in her cover letter to the bill dated June 4, 1985. She <br /> noted that the new projects proposed include the West Washington Commercial <br /> Revitalization Program, the PEP House' Rehabilition, and Monroe Park <br /> improvements. <br /> The bill also calls for a substantial amount of 1984 ULO money <br /> available through an increase in CD money for 1985 and increased program <br /> income which is attributable to the sale of redevelopment property and <br /> leased property. She also noted that funding is projected to be reduced <br /> for next year from 10 to 25%. She also noted that there was a considerable <br /> amount of staff discussion on the proposed transfer. There would be <br /> approximately $80,000 left in ULO following the passage of this ordinance. <br /> Councilman Puzzello noted her continuing concern regarding EL CAMPITO, <br /> Inc. Mrs. Rosenfeld noted that she had sent a letter to Lolita Anastasio <br /> who is the project director with a copy being sent to Council President <br /> Beck. This letter noted EL CAMPITO' s request for an additional $39, 000 <br /> and that funds for the project must be used in the present calendar year <br /> since they were made available as of January. 1, 1984 , <br /> Mrs. Rosenfeld noted that her staff has spent a great deal of time. <br /> working with members of EL CAMPITO over the past year and half, however <br /> they are in need of firm estimates for construction. <br /> Councilman Braboy noted the need for definite_ specifics and thought <br /> that the request from CD was reasonable in light of :their continuing staff <br /> assistance with EL CAMPITO. <br /> Councilman Crone suggested that $39,000 should be earmarked from the <br /> ULO funds and set aside for EL CAMPITO.
