Pale 2. <br /> Zoning and Vacation Committee <br /> discussion Councilman Puzzello made a motion seconded by Councilman Beck <br /> that Bill No. 36-84 be sent without recommendation to the Council. The motion <br /> passed unanimously. <br /> Bill 30-84 was then discussed by the Committee. This Bill would <br /> designate 1840 Kessler as an historic landmark within the City. It was noted <br /> that it received a favorable recommendation from the Area Plan Commission <br /> and had a 12 rating. Mr. Carpenter questioned whether the property owners <br /> are contacted regarding such designations, and was informed that typically they <br /> are in light of possible tax consequences and restrictions on exterior <br /> improvements. Following discussion Councilman Serge made a motion seconded by <br /> Councilman Puzzello that Bill No. 30-84 go to Council favorably. The motion <br /> passed unanimously. <br /> Bill No, 16-84 which would amend the zoning of a parcel on Bendix <br /> Drive was then discussed. It was noted that this Bill was continued at the <br /> last Council meeting in order to allow the petitioner to revise his final <br /> site plan in light of objections made by the residents in the area. <br /> Councilman Braboy passed out a statement which would be read into the <br /> record this evening by Mr. George H.Flake who is opposed to the re-zoning <br /> (copy attached) . She noted that she met with the residents last evening to <br /> review the revised site plan and noted that the residents are still not <br /> satisfied. They still believe that there is a safety problem, noise and <br /> air pollution problem, and a possible drainage problem resulting from the <br /> proposed four foot mound of dirt. She appealed to the Committee not to <br /> approve the re-zoning. <br /> Councilman Puzzello expressed concern that during the two week period <br /> between the last public hearing and tonight that the company had not met with <br /> the residents. Councilman Beck noted that she had telephoned Mr. Nimtz on <br /> Saturday regarding this situation. <br /> Mr. Carpenter noted that he had worked for Area .Plan for six years <br /> and that the staff of the Area Plan should be used more in lending their <br /> expertise to situations like this one. <br /> Following further discussion Councilman Beck made a motion seconded <br /> by Councilman Puzzello that Bill No. 16-84 be recommended unfavorably to <br /> Council. The motion passed unanimously. <br /> The Council Attorney then passed out a substitute version of <br /> Resolution 9C which would approve an amended scrap and junk yard license <br /> for Metal Resources Corporation and would waive the 1, 000 ft. requirement <br /> of Municipal Code Section 4-51. She noted that the substitute resolution had <br /> been prepared by the legal department. <br /> Councilman Zakrzewski stated that he had had a meeting with residents <br /> of Rum Village and had talked with their President. Their concern was that <br /> once a variance is made for one company that it would be made for all. He also <br /> noted that couple living closest to the project also was dis-satisfied and <br /> were to talk with Mr. Rifkin of the Company today. The Council Attorney stressec <br /> that requests of this type are reviewed on a case by case basis, which Council- <br /> man Zakrzewski noted that he had brought to Rum Villages attention. <br />
