Wimp: Zoning and Vacation Committee <br /> The January 23, 1984 meeting of the Zoning and Vacation Committee <br /> was called to order by its Chairman,- Councilman John Voorde at 5 : 15 p .m. <br /> in the Council informal meeting room. <br /> Persons in attendance included : Councilmen Taylor , Voorde , Brayboy, <br /> Beck, Serge, Puzzello , Zakrzewski, Paszek, and Crone; Kevin Paulson, <br /> Kathleen Cekanski-Farrand and members of the news media. <br /> Councilman. Voorde updated the Committee on Bill No . 84-83 which <br /> involves a proposed re-zoning of 1406 through 1412 South Bend Avenue for a <br /> pizzeria. This bill received an unfavorable recommendation from the Area <br /> Plan Commission. At the' request of the petitioner, Councilman Voorde suggested <br /> that a motion to strike the bill would be in order. Councilman Serge made a <br /> motion seconded by Councilman Beck that the Committee recommend that the bill <br /> be struck from the agenda at this evening' s council meeting . The motion <br /> passes unanimously. <br /> Councilman Voorde noted that the next item for discussion by the <br /> Committee was Bill No . 130-83 which involved a re-zoning of the property <br /> located at 1017 South 21st. Councilman Voorde read excerpts • from the minutes <br /> from the Area Plan meeting which noted that the proposed re-zoning from A to <br /> B was recommended unfavorably to Council in light of the fact that. the <br /> re-zoning of the River Park neighborhood to A • Residential was completed in 1980. <br /> Thus the proposed re-zoning would be inconsistent. The Area Plan Commission <br /> noted that there was a possibility to re-zone it to A-1 to allow a duplex <br /> which would require structural renovation . <br /> Mr . Kevin Paulson, the petitioner for the re-zoning then gave a <br /> presentation. He noted that he presently rents to one boarder who is a <br /> handicapped ::student at IP. He had a signed petition of all of the immediate <br /> neighbors who were in favor of the proposed re-zoning . He noted that he was <br /> not interested in an A-1 designation since he did not want to make the needed <br /> structural changes required by that classification. <br /> Councilman Voorde stated that he had had a meeting earlier this <br /> afternoon with various members of the Area Plan staff and the City Attorney. <br /> He noted that it was Mr. Hill ' s opinion that the petitioner could legally rent <br /> to two or possibly three -individuals under the present zoning . The Council <br /> Attorney agreed with this interpretation. <br /> Following discussion by Committee members , Councilman Beck made a motion <br /> seconded by Councilman Puzzello to recommend Bill No . 130-83 unfavorably to <br /> Council . The motion carried. Councilman Voorde then inquired whether the <br /> Committee would recommend an A-1 classification.
