REGULAR MEETING JANUARY 11, 2022 1 <br /> <br /> <br />AGENDA REVIEW MEETING <br />The Agenda Review Session of the Board of Public Works scheduled for January 6, 2022, was <br />cancelled. <br /> <br />REGULAR MEETING JANUARY 11, 2022 <br />The Regular Meeting of the Board of Public Works was convened at 9:31 a.m. on Tuesday, <br />January 11, 2022, by Board President Elizabeth A. Maradik in the 13th Floor Conference Room <br />of the County-City Building, 227 W. Jefferson Blvd., South Bend, Indiana. The meeting was also <br />streamed live to the public via Microsoft Teams. Acting Board Clerk Laura Hensley confirmed <br />the presence of Board Members Elizabeth A. Maradik, Gary Gilot, Jordan Gathers, Joseph <br />Molnar, Murray Miller, and Acting Board Attorney Jenna Throw, with a roll call. Ms. Maradik <br />reminded virtual attendees to mute their microphones and turn off their cameras when not <br />speaking, and to save their questions and comments for the Privilege of the Floor. <br /> <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mr. Molnar, seconded by Mr. Gathers and carried by roll call, the <br />minutes the Regular Meeting of the Board held on December 21, 2021, were approved. <br /> <br />OPENING OF BIDS – SIBLEY CENTER EXTERIOR RENOVATIONS – PROJECT NO. 121- <br />021 (PR-00013644) <br />This was the date set for receiving and opening of sealed bids for the above referenced project. <br />The Clerk tendered proof of publication of Notice in the South Bend Tribune, which was found <br />to be sufficient. The following bids were opened and publicly read: <br /> <br /> No Bids Received by Submission Deadline <br /> <br />Although it was noted that one bid was received at 9:38am, Ms. Maradik stated that since no bids <br />were received by the submission deadline, following city procurement policy, engineers could go <br />to the open market to award a contract for the project. <br /> <br />OPENING OF BIDS – COVELESKI STADIUM FIELD LIGHTING INSTALLATION (PR- <br />00012574) <br />This was the date set for receiving and opening of sealed bids for the above referenced project. <br />The Clerk tendered proof of publication of Notice in the South Bend Tribune, which was found <br />to be sufficient. The following bids were opened and publicly read: <br /> <br /> No Bids Received <br /> <br />Ms. Maradik stated that since no bids were received, following city procurement policy, <br />engineers could go to the open market to award a contract for the project. Mr. Miller noted that <br />he had concerns regarding the two projects that are labor focused that did not receive any bids. <br />He stated that he felt the MWBE goals were being required for projects that should not need goal <br />requirements, and this may be resulting in contractors not wanting to bid on certain types of <br />projects with the city. Ms. Maradik directed Mr. Miller to speak with Board Attorney McDaniels <br />and Assistant Board Attorney Throw to get clarity on his concerns regarding MWBE <br />requirements for city projects. <br /> <br />OPENING OF BIDS – DUCTILE IRON PIPES, VALVES AND HYDRANTS – PROJECT <br />NO. 122-023 (PR-00013912) <br />This was the date set for receiving and opening of sealed bids for the above referenced project. <br />The Clerk tendered proof of publication of Notice in the South Bend Tribune, which was found <br />to be sufficient.
