Persons in attendance included: Councilmen Serge, Puzzello, Crone, Paszek, Zakrzewski, Braboy, Voorde, and Beck, Citizens Members: Carol Sheetz, 'Joe Black; Craig Hartzer, Gust Saros, Michael Vance; John Leszczynski , Jim Wensits, Kathy Barnard, and Kathleen Cekanski-Farrand. Councilman Puzzello noted that the meeting was called to discuss four bills sent to the Committee for review and recommendation. Mrs. Barnard explained that Bill No. 25-84 would. appropriate $43, 800 of revenue sharing money for the 1984 summer cleanup program. Fifteen young adults between the ages of 18 and 21 and three supervisors would be employed through the JTPA program to work with the Code Enforcement clean-up crew from mid-June through August. She also noted that various money would be appropriated for gasoline and equipment repair, the rental vans, $28,000 for a new truck and $6300 for new lawnmowers and. related equipment. Councilman Serge noted that this is a good program and recommended that Bill No. 25-84 go to Council favorably. The motion was seconded by Councilman Braboy and unanimously passed by the Committee. Mr. Hartzer and Mr. Vance then reviewed Bill No. 24-84 which would amend the salary ordinance for 1984 by establishing four new positions . It was noted that this was the third review of the Bill by the Council. The computer specialist proposed at a. maximum salary of $25,000 is a result of the office automation. Technical computer background is required and the City is receiving applications for the position. The Director of Community Affairs is proposed at a maximun annual salary of $23,900 . This position would promote parking garages, Studebaker Museum, Inc. , fund raising activities, IACT convention, and other special events. The Administrative Assistant for Neighborhoods is proposed at a maximum annual salary of $27,500. Previously there had been a person funded by CD, however this position has been updated and upgraded in duties. The General Operations Supt. for the Bureau of Water is proposed at a maximum annual salary of $27 ,688 . It was noted that the total net savings would be $293, 964 . It was also noted that a 19% figure would be added to the maximum annual salary for fringe benefits. Councilman Zakrzewski questioned how the City could save $25,000 in gasoline costs and. $5, 000 in unemployment compensation. Lower costs then projected attributed to the savings. The Council Attorney noted that an amendment would be in order to Section III by changing the word "employer" to "employee". Following further discussion by the Committee, Councilman Serge made a motion seconded by Councilman Braboy. that Bill NO. 24-84 as amended be recommended favorably to Council, The Motion passed unanimously. Mr. Vance then reviewed Bill No. 28-84 which would appropriate -$50,000 of revenue sharing money for the Studebaker Museum, Inc.
