a4mmm tfltt tpart <br /> 0 <br /> i11n 117t Qhimmon Q4ounril Df t11r O ttg Df l3uidli Nrnh: PERSONNEL AND FINANCE COMMITTEE <br /> The March 26,1984 meeting of the Personnel and Finance 'Committee. <br /> was called to order by its Chairman, Councilman Puzzello at 4 :05 p.m. in <br /> the Council informal meeting room. <br /> Persons in attendance included: Councilmen Serge, Puzzello, Crone, <br /> Paszek, Zakrzewski, Braboy, Voorde, and Beck, Citizens Members: Carol Sheetz, <br /> 'Joe Black; Craig Hartzer, Gust Saros, Michael Vance; John Leszczynski , <br /> Jim Wensits, Kathy Barnard, and Kathleen Cekanski-Farrand. <br /> Councilman Puzzello noted that the meeting was called to discuss <br /> four bills sent to the Committee for review and recommendation. <br /> Mrs. Barnard explained that Bill No. 25-84 would. appropriate <br /> $43, 800 of revenue sharing money for the 1984 summer cleanup program. Fifteen <br /> young adults between the ages of 18 and 21 and three supervisors would be <br /> employed through the JTPA program to work with the Code Enforcement <br /> clean-up crew from mid-June through August. She also noted that various money <br /> would be appropriated for gasoline and equipment repair, the rental vans, <br /> $28,000 for a new truck and $6300 for new lawnmowers and. related equipment. <br /> Councilman Serge noted that this is a good program and recommended that Bill <br /> No. 25-84 go to Council favorably. The motion was seconded by Councilman <br /> Braboy and unanimously passed by the Committee. <br /> Mr. Hartzer and Mr. Vance then reviewed Bill No. 24-84 which would <br /> amend the salary ordinance for 1984 by establishing four new positions . It <br /> was noted that this was the third review of the Bill by the Council. The <br /> computer specialist proposed at a. maximum salary of $25,000 is a result of <br /> the office automation. Technical computer background is required and the City <br /> is receiving applications for the position. The Director of Community Affairs <br /> is proposed at a maximun annual salary of $23,900 . This position would <br /> promote parking garages, Studebaker Museum, Inc. , fund raising activities, <br /> IACT convention, and other special events. The Administrative Assistant <br /> for Neighborhoods is proposed at a maximum annual salary of $27,500. <br /> Previously there had been a person funded by CD, however this position has been <br /> updated and upgraded in duties. The General Operations Supt. for the <br /> Bureau of Water is proposed at a maximum annual salary of $27 ,688 . It was <br /> noted that the total net savings would be $293, 964 . It was also noted that <br /> a 19% figure would be added to the maximum annual salary for fringe benefits. <br /> Councilman Zakrzewski questioned how the City could save $25,000 <br /> in gasoline costs and. $5, 000 in unemployment compensation. Lower costs then <br /> projected attributed to the savings. The Council Attorney noted that an <br /> amendment would be in order to Section III by changing the word "employer" <br /> to "employee". <br /> Following further discussion by the Committee, Councilman Serge made <br /> a motion seconded by Councilman Braboy. that Bill NO. 24-84 as amended be <br /> recommended favorably to Council, The Motion passed unanimously. <br /> Mr. Vance then reviewed Bill No. 28-84 which would appropriate <br /> -$50,000 of revenue sharing money for the Studebaker Museum, Inc. He noted that <br /> the City was in danger of losing the lease on the Freeman-Spicer Building <br /> unless the escrow account is brought up to the $80 ,000 figure.
