alortuntrth Erpur2 <br /> On tl a Olmmnwn Council of Or Mfg of f3uutfi 35rnhs Human Resources and Economic Development <br /> Committee <br /> The October 22, 1934 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its Chairman, Council- <br /> man Eugenia Braboy at 4: 30 D.M. in the Council informal meeting room. <br /> Persons in attendance included: Councilmen Voorde, Puzzello, <br /> Braboy, Paszek, Beck, and Zakrzewski, Ann Kolota, Colleen Rosenfeld, <br /> Larry Johnson, Jeff Gibney, Jim Wensits , and Kathleen Cekanski-Farrand. <br /> Councilman Braboy noted that the purpose of the meeting was to <br /> review three bills sent to the Committee for review and recommendation <br /> as well as to review Resolution 9E under miscellaneous matters. <br /> Colleen Rosenfeld reviewed Bill No. 112-84 which would appropriate <br /> $390,000 of Seca 103 Loan Guarantee Funds for activities in the <br /> East Bank Development area In response to Councilman Voorde' s <br /> question regarding Sec. 108 funds , Mrs. Rosenfeld noted that the loan <br /> would be against future CD Entitlement Funds which would be in the <br /> amount of $2,590, 000. Repayment would begin in 1985 with payback over <br /> a six year period. Interest is set at the time of repayment. The <br /> funds would be used Primarily for acquisition and relocation. <br /> Ann Kolota noted that two independent appraisers are needed when <br /> dealing in this area Appraisals are questioned when there is more <br /> than a 15% difference between the two received. The entire Mill <br /> Race area containing between 7-8 acres would be owned by Redevelopment. <br /> Alot of interest Has been expressed. A residential study and a <br /> marketing brochure is being developed, plus Redevelopment is working <br /> with Area Plan and MACOG for proposed plans of development. The entire <br /> area is zoned A-3 with all ore-existing uses being grandfathered. Jim <br /> Wensits questioned who made up Mill Race, Inc, and was advised that <br /> he would have to contact the attorney for the corporation since that <br /> information was not made available to Redevelopment. It was also <br /> noted that income earned is considered "programmed income" , however <br /> the City uses an escrow account for Sec. 108 money. <br /> Following further discussion, Councilman Beck made a motion <br /> seconded by Councilman Puzzello that Bill No 112-84 go to Council <br /> favorably. The motion passes unanimously. <br /> Mrs. Rosenfeld then reviewed Substitute Bill No 113-84 (copy <br /> attached) which would transfer $62,000 among various accounts within <br /> the Division of Community Development. She noted that the original <br /> bill requested a transfer of $48,000. The Committee then discussed <br /> the activities of the Housing Authority through their contract, and <br /> it was noted that 14 units will be completed. In response to <br /> Councilman Zakrzewski' s it was noted that such things as replacement <br /> of drywall, lighting fixtures , fixtures , replacing of doorknobs, etc. <br /> were all a part of the activites Councilman Voorde noted that the <br /> • renovations at Ford and Olive were done quite well Councilman Voorde <br /> requested the square footage of the present location for the Bureau <br /> of Housing and Mrs. Rosenfeld stated that she would get that informa- <br /> tion. <br /> /•., oats. .. ►V•\at MIN• Co. <br />
