• <br /> Page 2. <br /> Human Resources and Economic Development Committee <br /> Councilman Taylor then asked Mr. Hunt to review Resolution 9B <br /> regarding property in Phase III of the Airport Industrial Park owned by <br /> the Industrial Foundation, Inc. The purpose of the Resolution would be to <br /> declare this phase a tax abatement impact area. He noted that the <br /> Redevelopment Commission could not justify the developed portion of Phase III <br /> because of the "blighted" definition which would have to be met. He <br /> suggested that there were various compromises which could be considered such <br /> as sunset provisions, or limiting the abatement to industrial development <br /> only. <br /> Patrick McMann of Project Future stated that his organization as well <br /> as the Industrial Foundation, Inc. desired declaration of the tax abatement <br /> impact area for all five phases of the Airport Industrial Park. He noted <br /> that the City lost 5,600 manufacturing jobs between 1979 and 1982. He <br /> further noted that between 1978 and September of 1982 this area lost 13,600 <br /> jobs. He ,noted that the State statute regarding personal property abatement <br /> expires in 1985. He also suggested that there were various other avenues <br /> that could be considered such as Sunset provisions, developing SIC <br /> industrial warehousing classifications. Councilman Voorde noted that <br /> he was in support of all five phases. Following further discussion, the <br /> Council Attorney recommended that rather than try to amend the Resolution <br /> this evening that the Resolution be continued until the next meeting of <br /> the Common Council, and use the time to develop proposed amendments. The <br /> Committee appeared to be in agreement although no formal action was <br /> recommended by the Committee. <br /> There being no further business to come before the Committee, Councilman <br /> Harris made a motion seconded by Councilman Beck that the meeting be <br /> adjourned.
