Snit HUMAN RESOURCES AND ECONOMIC <br /> DEVELOPMENT <br /> The January 10, 1983 meeting of the Human Resources and Economic <br /> Development Committee was called to order at 5 : 05 p.m. in the informal <br /> meeting room by its Chairman Councilman Robert Taylor. <br /> Persons in attendance included Councilmen Zielinski, Szymkowiak, Taylor, <br /> Beck, Harris, Voorde, and McGann;• Jon Hunt,Colleen Rosenfeld, Larry Johnson, <br /> Pat McMann, Steve Leekey, Marchmont Kovas, and Kathleen Cekanski-Farrand. <br /> The purpose of the meeting was to discuss various Bills and <br /> Resolutions set for public hearing at tonight' s meeting. <br /> Councilman Taylor called upon Mrs. Rosenfeld to review Bill No. 154-82, <br /> a Bill which would appropriate $93,500 from the Community Development Block <br /> Grant Funds. She explained that the money would be used for three projects <br /> namely: $50,000 for acquisition and relocation in the East Bank Development <br /> Project, $13,500 for the Southhold Heritage Foundation, Inc. , and $30,000 <br /> for the South Bend Home Improvement Loan. She noted that the Department <br /> received a "certificate of National Merit" for the South Bend Home <br /> Improvement Loan Program from the U.S. Department of Housing and Urban <br /> Development. It was also noted by Mr. Leekey that the funding from CD would <br /> match a grant from the National Center for Ethnic and Urban Affairs. Three <br /> target areas were being considered for this project which would last between <br /> two to three years. Councilman Szymkowiak suggested that the group look into <br /> Lincoinway West- and Western Avenue as a possible target area. Following <br /> further discussion by the Committee, Councilman Beck made a motion seconded <br /> by Councilman Harris that Bill No. 154-82 be recommended favorably to <br /> Council. Motion passed 3-0. <br /> Councilman Taylor then called upon Larry Johnson to review Bill No. 155-82 <br /> which would appropriate $27,000 from the local Equal Housing Opportunity Fund. <br /> Mr: Johnson explained that the goal would be to hire one person in the area <br /> of housing in the hope of promoting "fair housing" throughout the Community. <br /> The grant would last for one year. Mr. Hunt stated that such a project would- <br /> assist the City in its relations with HUD and more specifically the yearly. <br /> certification process. Councilman Voorde questioned the need for $4,000 for <br /> travel, and it was explained that the Staff and Commission members would be <br /> required to attend training sessions throughout the year sponsored by HUD. <br /> Following further discussion, Councilman Beck made a motion seconded by <br /> Councilman Harris that Bill No. 155-82 be recommended favorably to Council. <br /> Motion passed 3-0. <br /> Councilman Taylor then asked Jon Hunt to briefly review Resolution 9A. <br /> This is a confirming Resolution regarding the real property tax abatement <br /> for the property located at 1302 High Street. This is the old Schrader <br /> warehouse which Mr. Thaddeus Jones would be renovating with 30 new jobs <br /> anticipated.
