QIriritritlttrt Erpurt <br /> on the Mammon Ulounril of Or (Ili of 0outl1 iipttd; PERSONNEL AND FINANCE COMMITTEE <br /> The February 24, 1982 meeting of the Personnel and Finance Committee <br /> was called to order at 2: 00 p .m. in the Council Meeting Room by its <br /> Chairman Councilman Beverly Crone. <br /> Persons in attendance included Councilmen McGann, Szymkowiak, Crone, <br /> and Voorde; Sherrie Petz,and Kathleen Cekanski-Farrand. <br /> Councilman Crone explained that the purpose of the meeting was to <br /> review the budgetary procedure ordinance which was passed by the Council last <br /> year. She noted that in November of 1981 she had written a letter to the <br /> City Controller requesting him to review the ordinance and to suggest any <br /> amendments which he believed may be warranted. Mrs . Crone met with Mr. <br /> Kernan today and he had no suggestions . <br /> Councilman Crone stated that she had met with the Council Attorney to <br /> review the ordinance and recap possible changes . " More specifically on <br /> multi-funded positions and to just require the inclusion of all other <br /> funding sources and amounts . She further suggested deleting the designations <br /> for full-time, part-time, hourly, or salary since they were not being <br /> included anyway. It was also suggested that the "parking" be eliminated. <br /> Mrs . Crone highlighted that the real problem area was the fact that <br /> the actual expenditure amounts were not included although required by this <br /> ordinance. Sherrie Petz indicated that she did not want to reprogram to <br /> include this material, however she would provide it manually. The Council <br /> Attorney suggested that the appropriate changes be made so that the <br /> lanugage describing the prior year actual disbursements correspond with the <br /> budget reports required by the State Board of Accounts . <br /> Councilman Crone requested that a computer print-out listing all <br /> expenditures through June 30 be provided. Sherrie Petz said that the <br /> Controller' s office would provide one copy. <br /> Councilman Crone suggested that five copies of the narrative cost-center <br /> breakdowns be supplied pursuant to Sec . 2-88. She noted that the ordinance <br /> only calls for one copy, and that unfortunately last year the City <br /> Administration wasted a considerable amount of time and paper by providing <br /> many more copies than required. <br /> It was suggested that Form One be eliminated, and that the cost-savings <br /> section of Form Two also be eliminated. The most serious concern appeared to <br /> be the City Administration' s failure to comply with Section 2-91 which <br /> requires all new positions to be approved by Resolution of the Common <br /> Council, and that all reclassifications would be routinely reported to the <br /> Council. <br /> • <br /> PREC •H[ii akeFpio PURUSHING CO. <br />
