QIriritritlttrt Erpurt on the Mammon Ulounril of Or (Ili of 0outl1 iipttd; PERSONNEL AND FINANCE COMMITTEE The February 24, 1982 meeting of the Personnel and Finance Committee was called to order at 2: 00 p .m. in the Council Meeting Room by its Chairman Councilman Beverly Crone. Persons in attendance included Councilmen McGann, Szymkowiak, Crone, and Voorde; Sherrie Petz,and Kathleen Cekanski-Farrand. Councilman Crone explained that the purpose of the meeting was to review the budgetary procedure ordinance which was passed by the Council last year. She noted that in November of 1981 she had written a letter to the City Controller requesting him to review the ordinance and to suggest any amendments which he believed may be warranted. Mrs . Crone met with Mr. Kernan today and he had no suggestions . Councilman Crone stated that she had met with the Council Attorney to review the ordinance and recap possible changes . " More specifically on multi-funded positions and to just require the inclusion of all other funding sources and amounts . She further suggested deleting the designations for full-time, part-time, hourly, or salary since they were not being included anyway. It was also suggested that the "parking" be eliminated. Mrs . Crone highlighted that the real problem area was the fact that the actual expenditure amounts were not included although required by this ordinance. Sherrie Petz indicated that she did not want to reprogram to include this material, however she would provide it manually. The Council Attorney suggested that the appropriate changes be made so that the lanugage describing the prior year actual disbursements correspond with the budget reports required by the State Board of Accounts . Councilman Crone requested that a computer print-out listing all expenditures through June 30 be provided. Sherrie Petz said that the Controller' s office would provide one copy. Councilman Crone suggested that five copies of the narrative cost-center breakdowns be supplied pursuant to Sec . 2-88. She noted that the ordinance only calls for one copy, and that unfortunately last year the City Administration wasted a considerable amount of time and paper by providing many more copies than required. It was suggested that Form One be eliminated, and that the cost-savings section of Form Two also be eliminated. The most serious concern appeared to be the City Administration' s failure to comply with Section 2-91 which requires all new positions to be approved by Resolution of the Common Council, and that all reclassifications would be routinely reported to the Council. • PREC •H[ii akeFpio PURUSHING CO.
