Page 2. <br /> Councilman Crone questioned the variation of figures of the $158,000 <br /> needed by STS for 1983 and the $70,000 which is being proposed by Transpo <br /> Mr. Wells stated that there was some flexibility involved with the $70,000 <br /> figure. <br /> Sandy Chelminiak stated that she proposed the budget in 1981 for 1982 <br /> services. She noted that 80% or $114,000 was a grant proposal. She <br /> additionally noted the need to have a stationary source. Presently <br /> STS is averaging five passengers per one-way trip with a maximum of twelve <br /> passengers. They operate 11 hours per day and make between 15 to 42 trips <br /> daily. <br /> Terry Crone, a local attorney questioned the effect of Mr. Wells <br /> letter of July 12, 1982. He saw it as a change of perspective and <br /> questioned what the four points within the letter actually meant. <br /> Mr. Pfeil again highlighted the problem with the enormous gap in <br /> financing to take to keep three vans on the road. Councilman McGann noted <br /> that the primary purposes of people using STS transportation was to go to <br /> work and/or go to school. <br /> Councilman Voorde summarized the situation as recognizing the need to <br /> provide such transportation. The question , boils down to who was going to <br /> provide it. <br /> Councilman Taylor expressed concern that no ground was being made. <br /> He felt the Common Council made a total commitment and is demanding .a change <br /> in priorities. If the present Board is unwilling to work with the Council, <br /> then the only tool which the Common Council has is through its Board member <br /> appointments. He stressed that he wanted Transpo to be "more of a friend <br /> to STS. " Councilman McGann also voiced concern about preserving the <br /> minimunal service level. He noted the possibility of placing STS on a levy. <br /> He also noted that the Common Council wanted an appropriation of $56 ,000 <br /> provided by the City which was vetoed by the Mayor and later over-ridden. <br /> Mr. Wells stated that with the discussion held today and the presence <br /> of the Transpo Board members, that he would be willing to commit the financial <br /> resources necessary to maintain the present level of services,plus in kind <br /> contributions. He further stated that Transpo should meet with STS for <br /> further discussion to review the finances involved. <br /> Councilman Voorde then briefly summarized the meeting and asked that <br /> both groups report back to the Common Council.
