d anmmtttn irpnrt <br /> On ttr einmmnn alounril atilt Mfg of Douai lira: HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> The July 19, 1982 Human Resources and Ecomonic Development Committee <br /> meeting was called to order by its Chairman, John Voorde at 4 : 30 p.m. in the <br /> Council meeting room. <br /> Persons in attendance included the following: Councilmen Szymkowiak, <br /> McGann, Taylor, Zielinski, Crone, Voorde, and Harris; Richard Pfeil, Ann <br /> Kolata, Amos Petko, Margaretta ; Howard, David Wells, Joseph ZaVisca, Sandy <br /> Chelminiak, Kathleen Cekanski-Farrand and members of the new media. <br /> Councilman Voorde began the meeting by stating that its overall purpose <br /> was to discuss the funding for Specialized Transportation System (STS) , the <br /> Common Council' s appointment to the Transpo Board and miscellaneous matters. <br /> Councilman Voorde then called upon Richard Pfeil to briefly give background <br /> information. <br /> Mr. Pfeil passed out a handout outlining the mission, need,problem, <br /> and solution of STS. In 1983 the proposed budget is projected at $158,000. <br /> This is broken down as follows: <br /> • <br /> 1983 Estimated Need <br /> Payroll/fringes $97,600 <br /> Fuel 19, 800 <br /> Vehicle operation expenses 22,500 <br /> Contractural services 5,000 <br /> Audit 2,200 <br /> Office/supply/operations 83,00 <br /> Rent 4, 800 <br /> $158,000 <br /> He stressed the need for a stationary funding source in order to maintain a <br /> minimum amount of funding to keep three (3) busses in operation. He then <br /> outlined the funding sources with partial funding from Transpo, the effect of <br /> Senate Enrolled Act No 26 Section I, and I.C. Section 6-3.5-1-12 which was <br /> revised to include transit for the disabled. He noted that the budget for, 1982 <br /> was $143,000, and that the proposed 1983 budget of $158, 000 was approximately <br /> a 10% increase. <br /> Councilman McGann then reviewed the history of involvement with the <br /> Common Council. He noted that the Council passed a resolution involving <br /> funding for STS which was vetoed by the Mayor and then over-ridden by the <br /> Council. He noted his letter of March 2, 1982 to David Wells; his meeting <br /> with Mr. Ducomb, the attorney for Transpo, his meeting with David Wells, and <br /> lastly the July 12, 1982 letter from Mr. Wells. <br /> Mr. Wells, chairman of the Transpo Board,noted that for new vehicles <br /> were being purchased which would have one year warranties. He'.additionally <br /> noted that presently $70,000 was listed in the 1983 budget.
