Page 2. <br /> Utilities and Personnel and Finance Committee <br /> Councilman Crone questioned whether the number of personnel had <br /> increased. Mr. Vance noted that there was one new position. <br /> There was a substantial decrease in Line-item 229 since the <br /> chemicals budget were unexpended last year at the rate of $136,000. Several <br /> Councilmen had questions pertaining to . Line-item 399 Other Contractuals. <br /> It was explained that the accounting and collection fee of $363,996 was <br /> based on a percent of revenues collected; and that the $50,000 for Ten-ech <br /> would address interceptor sewer problems. Councilman Crone questioned what <br /> the problem was in front of the Quality Inn and voiced concern that someday <br /> the road would collapse. Mr. Vance stated that he had spoken to Sean Watt <br /> and that the City was watching it. He speculated that it could be bad <br /> compassion, and that the City is considering wedging it with asphalt. It <br /> was also noted that $10,400 was ear-marked for Lew Rague for research and <br /> a cost study on the sludge farm. <br /> SEWAGE WORKS DEPRECIATING <br /> This budget can be found on page 91 for a total of $827,500, <br /> representing an increase of 244 <br /> Mr. Vance explained that a minimum of $360,000 must be maintained <br /> based on bonding requirements. Payments of $370,000 are due every six months. <br /> He noted that the original issue would be paid off in 1984, and that the <br /> subordinate issues should be paid off in 1990. <br /> $350,000 has been earmarked for land acquisition behind the Waste <br /> Water Treament Plant. He noted that the City was concerned about <br /> development in this area, and that they desired to create a buffer strip. <br /> Councilman McGann stated that he thought the County Commissioners had <br /> dedicated this property very recently so that it could only be used for <br /> cementery purposes. Mr. Vance stated that if this was true there would be <br /> no need for this land acquisition. <br /> $250,000 is being earmarked for a lift station and diverision <br /> chambers needed by Corby and 27th Street. Councilman Crone questioned <br /> whether the amount workers has increased or decreased in the past ten years. <br /> Mr. Vance noted that there has been no plant expansion since 1974 or 1975 <br /> but was uncertain of the amount of employee increase or decrease since that <br /> time. <br /> Miles Laboratory is still contracting with the City however nothing <br /> has been treated for the past two months. It is projected that treatment <br /> will again begin in December. Approximately one-half of the anticipated <br /> revenue was received this year. These funds were not included when reviewing <br /> the 1982 budget nor the 1982 budget. <br /> Mr. Fedder asked what the total sewage budget was for 1982 and 1983. <br /> Mr. Vance noted that in 1982 the budget was approximately $3,760,000, and <br /> that in 1983 it would be approximately $4 ,615,000. <br />
