Page 2. <br /> Committee of the Whole <br /> Councilman Voorde suggested that Section 2-1221, pertain to both <br /> leased and City owned motor vehicles. Councilman Voorde made motion. <br /> seconded by Councilman Crone that this Section be amended to include these <br /> vehicles and to exclude the Mayor' s vehicle and undercover vehicles as the <br /> only exceptions. The motion lost by a 3-4 vote. <br /> Councilman McGann made a motion seconded by Councilman Zielinski <br /> that Section 2-1.221. apply to leased and City owned vehicles with the followinc_ <br /> exceptions: vehicles used by the Mayor, City Attorney, City Engineer, City <br /> Controller and Economic Development Director, and those under I.C. 9-1-1-9; <br /> and that a seal of suitable size be placed on the car doors with the <br /> "City of South Bend"and"For Official Use Only"inscribed. The motion passed <br /> 5-2 with Councilman Voorde and Crone in the minority. <br /> The Councilmen then reviewed the Mayor' s letter of October 7th <br /> (attached) addressing the proposed Department of Code Enforcement. Several <br /> Councilmen had questions related to this department. Councilman Crone <br /> questioned how the Mayor could state that there would be "no additional <br /> cost to the taxpayers" when in fact new monies were needed. Mrs. Barnard <br /> stated that she would be working within the 1983 budget as passed, and would <br /> be submitting a transfer ordinance to reallocate the budgeted money so that <br /> the increase in salaries could be paid. <br /> The Council then discussed the concept of mayoral succession in <br /> such instances when the Mayor became incapicated and unable to carry out <br /> his duties, or when he was physically out of town such as when he is on <br /> vacation. Councilman McGann suggested that the Mayor file with the <br /> City Clerk a written document stating who would be the "acting Mayor".. <br /> Various other questions were raised by the Committee and discuss <br /> followed. It was suggested by Councilman Voorde that Mrs. Schwartz prepare <br /> the needed amendments so that they could be heard next Monday evening. <br /> The Council. then reviewed Bill No. 108-82. Mrs. Barnard suggested <br /> amending it by two separate ordinances addressing 1983 and 1983.. It was <br /> agreed that this would be the best route rather than amending it per her <br /> memo of October 7th. <br /> There being no further business to come before the Committee, the <br /> meeting was adjourned at .6 :25 p.m. <br /> Respectfully Submitted, <br /> John Voorde, Chairman <br />
