Qtnm ittur .rpnrt of the Human Resources and Economic Development <br /> Committee <br /> an the Mom= Moonlit of the CV of Efmuth Vend: <br /> The Committee meeting was called to order by its ' Chairman <br /> John Voorde at 4 :30 p.m. on July 17, 1980 , in the Council meeting <br /> room. <br /> Persons in attendance included the following: Councilmen Walter <br /> Szymkowiak, Lew McGann, and John Voorde; Citizen member Chris Davey; <br /> Community Development Director Marzy Bauer; Community Development <br /> Staff members: Steve Compton, Barry Koren, Cande Marin, and Pat <br /> Osman; and Council Attorney, Kathleen Cekanski-Farrand. <br /> Councilman Voorde explained that the purpose of the meeting was to <br /> discuss the appropriation bills for Community Development. <br /> Marzy Bauer reviewed briefly the Community Development Block <br /> Grant Application which was sent to the Council in April of 1980. <br /> She then reviewed Bill No. 82-80 which would fix the maximum salaries <br /> and wages of the appointed officers and employees within Community <br /> Development from July 1, 1980 , to June 30, 1981; and Bill No. 84-80 <br /> which would appropriate $4 ,357,000. 00 from the Community Development <br /> Block Grant Fund for programs beginning July 7, 1980 through July 6, <br /> 1981. Various questions were addressed by the Community Development <br /> Staff members on both bills . <br /> A handout entitled "Community Development Administration, Planning, <br /> and Program Management" was also handed out giving further explanations <br /> of personnel and non-personnel proposed costs. Tt was explained <br /> that the Director' s proposed salary represented a 7. 9% increase over <br /> the total salary. <br /> Discussions also highlighted two special projects , namely the <br /> Y,W.C.A. Rehabilitation proposed at $50,000 which would be the <br /> second year of a three year program. This is a three-phase program <br /> which is proposed because of its ' use as a housing resource. <br /> The second Special Project discussed was the LaCasa De Amistad <br /> Acquisition proposed at $50,000, This would move the project to a <br /> new location. It has been in operation for 10 years, and is basically <br /> a Youth Center for Hispanics. It has programs which assist teenagers; <br /> has anti-dropout programs, assists Cub Scouts , and several other <br /> related activities. <br /> Marzy Bauer also reviewed the strategy area concept utilized by <br /> Community Developments. She also explained that most of Redevelopment's <br /> personnel costs come out of the Community Development budget. <br /> Ms. Bauer explained the three mailing lists used to elicit citizen <br /> input on Community Development projects. Councilman Voorde <br /> suggested that once the Older Adults Council is acted upon by the <br /> Council , that it be included on the mailing lists. <br /> FREE PRESS IUSIIIHIN6 Co. <br />
