Burke Engineering, LLC <br />220 West Colfax Avenue Suite 500 South Bend, IN 46601 574.282.8001 cbbel-in.com <br />ATTACHMENT A <br />The South Bend Dam (License No. 7569) is a low-head, run-of-the-river dam on the St. Joseph River near <br />downtown South Bend. The Federal Energy Regulatory Commission (FERC) requires that a Dam Safety <br />Surveillance and Monitoring Report (DSSMR) be completed annually to review instrumentation and <br />monitoring data to determine if potential failure modes are developing. It is our understanding that the City of <br />South Bend (City) is interested in having Burke complete the 2021 DSSMR (covering the 2021 calendar year) <br />and other tasks related to ongoing FERC compliance in 2022. <br />The scope of work will include the following tasks: <br />Task 1 – 2021 DSSMR Report: Burke will review pertinent information regarding the dam necessary to <br />complete the DSSMR which may include previous DSSMR reports and other information contained in either <br />the City’s or IDNR’s file for the dam. It is expected that the City will provide the data from the last year for <br />the two staff gages located along the East Race. <br />Burke will prepare a brief written DSSMR in accordance with FERC guidance outlined in Chapter 14 of <br />Engineering Guidelines for the Evaluation of Hydropower Projects. The report will be completed based on Burke’s <br />observations in 2021. The level of detail and content of the report is expected to be similar to the 2020 DSSMR <br />prepared by Burke. We will submit the report to the City in draft format before finalizing. It is expected that <br />the University of Notre Dame (license exemption holder) or its consultants will file the report with FERC. <br />Task 2 – 2022 Annual Inspection: In preparation for the 2022 DSSMR and to fulfill the annual visual <br />inspection requirement, a Burke registered professional engineer will perform visual observations of safely- <br />accessible portions of the dam and appurtenant structures. Since the South Bend Dam is an in-channel <br />structure, much of the dam and its appurtenances are not readily accessible for visual observation. Burke’s <br />observations will be focused on potential dam safety concerns to determine if the dam appears safe for <br />continued operation. This scope of work specifically excludes preparation of the 2022 DSSMR report. It is <br />expected that the annual inspection will occur on the same date as the gate operation certification. <br />Task 3 – Update DSSMP: Burke will update the Dam Safety Surveillance and Monitoring Plan (DSSMP) for <br />the South Bend Dam as needed based on comments received from FERC and changes that may have occurred <br />since the last revision. We will submit the updated DSSMP to the City in draft format before finalizing. It is <br />expected that the University of Notre Dame or its consultants will file the report with FERC concurrently with <br />the 2021 DSSMR. <br />Task 4 – Gate Operation Certification: The Spillway Gate Operation Certificate must be completed each <br />year. Burke staff will observe operation of the three East Race gates by City staff and will assist in preparation <br />of the certificate to submit to FERC. Burke will prepare a cover letter to accompany the certificate and will <br />send to the University of Notre Dame or its consultants for submittal to FERC.
