All rights reserved. <br /> <br />developed conceptual plan developed for the LaSalle-Colfax Streetscape project as a basis from <br />which to begin the detail design phase. It is understood that this project will define the overall <br />character of the LaSalle-Colfax Streetscape improvements proposed along the roadway corridors. <br />The scope of services that will be provided during the Schematic Design Phase are as follows: <br />1. Upon receiving the Notice to Proceed, the Engineer shall conduct and facilitate a Strategic <br />Kick-Off Meeting to collect information and input on desired outcomes, programming, <br />existing and proposed utility requirements, desired vehicular and pedestrian circulation <br />patterns, aesthetic requirements, project schedule, and to develop the overall project <br />management chain of communication. <br />2. The Engineering team will conduct an in-house team meeting to discuss goals, objectives, <br />and project schedule for this phase of the project and to identify any potential issues or <br />challenges that shall be addressed. <br />3. The Engineer will conduct a Utility Coordination meeting with the various utility providers <br />to present them a project overview and to obtain input and potential challenges related to <br />this project including location of existing utilities. <br />4. Preliminary Maintenance of Traffic Plan: Upon receiving the Notice to Proceed the <br />Engineer will prepare various schemes for the Maintenance of Traffic Plan. These schemes <br />will be presented to the City and project stakeholders for discussion purposes and to <br />determine the most appropriate plan. <br />5. After obtaining the initial input, the Engineer team will commence with the development of <br />the Schematic Design and will further define the overall design and layout. This will <br />include, but not be limited to, roadway layout, pedestrian pathways, general grades and <br />utilities, proposed site amenities (lighting, pavement patterns, etc.) and general landscape <br />improvements. <br />6. Progress Meeting #1: Once a base plan that includes the general geometry of the proposed <br />roadway and pedestrian pathways has been prepared the Engineer will conduct a <br />progress/coordination meeting with City of South Bend Staff to present the initial plans and <br />to obtain input and to ensure that the project in proceeding in the proper direction. <br />7. Based on the input from Progress Meeting #1, the team will further define the overall <br />design and will determine potential project challenges and opportunities. <br />8. The Engineer will prepare a Preliminary Opinion of Probable Cost. <br />9. Progress Meeting #2: Upon refinement of the 30% Design package and preparation of the <br />Preliminary Opinion of Probable cost, the Engineer will conduct a progress meeting with <br />the City of South Bend Staff to present the plans, street design, and preliminary estimates. <br />This meeting will also include the various stakeholders to review the overall layout and <br />connections to their properties. <br />10. The Engineer will further refine the Schematic Design based on the input collected from <br />the Progress Meeting #2 and will submit the required plans and documentations to the City
