OiIIntnttt#nn Erpurt <br /> Mu fig (1 mu= (IIoundi of Hp (ate of 0'11 0 iettb: PERSONNEL AND FINANCE COMMITTEE <br /> The August 6, 1981 meeting of the Personnel and Finance Committee was <br /> called to order at 9: 00 a.m. by its Chairman,Councilman Crone in the Council <br /> informal meeting room. <br /> Persons in attendance included Councilman: McGann, Voorde, Crone, <br /> Szymkowiak, and Serge, Sherrie Petz, members of the news media, scheduled <br /> Department and Bureau Heads, and Kathleen Cekanski-Farrand. <br /> Councilman Crone stated that today' s meeting was to continue the review <br /> of proposed 1982 budgets with individual department and bureau heads. <br /> The Committee then reviewed the following budgets: Weights and Measures, <br /> Communications, and Barrett Law. <br /> In reviewing the Cemeteries Budget, the Committee was informed that last <br /> year they had 16 burials, and this year they have had 11. Since all of the <br /> burial lots have been sold, Councilman McGann suggested that the City check <br /> into using some of the interest on the escrow accounts to pay for maintenance. <br /> Mr. Kernan said he would check into that. <br /> The :Committee _then reviewed the Park Department' s budget. Jim Seitz <br /> noted that 27 CETA employees would be lost- for 1982. Several Councilmen <br /> then questioned the "Special Events Coordinator" position. Mr. Seitz said <br /> it was created July 1st. Councilman McGann questioned why a resolution was <br /> not submitted to the Council when the position was created as required by <br /> the budget procedure ordinance. Councilman Szymkowiak suggested that if such <br /> a position is needed, that it be funded from C D funds. Other Councilmen <br /> questioned why it could not be combined with the "Neighborhood Services <br /> Coordinator" duties. Councilman Coorde questioned the use of retired citizens <br /> as volunteers,and Mr. Seitz noted an example where a senior citizen was <br /> doing an excellent job for his department. <br /> Councilmen Crone and McGann highlighted several areas where the 1982 <br /> salary ordinance differed from the proposed budget ordinance. In light of the <br /> several remaining questions, Councilman Crone said she would re-schedule the <br /> Park Department for next week. Mr. Kernan also announced to the Committee <br /> that the State Board of Tax Commissioners had approved the G.O. Bond at <br /> $3,215,000. He then left for a press conference. <br /> The Committee then reviewed the Fire Department' s budget. Jon Hunt <br /> stated that the total cost of the Mayor' s remodeling of his office would be <br /> compiled so that the costs would be pro-rated among departments. Presently <br /> several items were funded from the Fire Department. The Committee also <br /> requested the total cost of the contract with the Alcoholism Council. Follow- <br /> ing a series of questions, Councilman Szymkowiak made a motion to recess for <br /> lunch, seconded by Councilman McGann.
