5 <br />picking up goods or providing a service as further addressed in subsection (c) herein <br />or is itself in the process of being delivered. A written bill of lading or similar <br />document must be produced by the driver if stopped while driving on a City street <br />which is not designated as a City truck route as shown in “Schedule A-1 South Bend <br />Truck Route A-1” or detour route to verify such pickup or delivery. <br />(c) All trucks as defined in section 20-106, when finished delivering or picking up goods <br />within the City, shall return to the nearest truck route by the most direct route, unless the truck <br />has a subsequent delivery or pick-up scheduled within the immediate vicinity for that day. In <br />such cases the truck may proceed to a subsequent pick-up or subsequent delivery location(s) only <br />if all of the following conditions are met: <br />(1) The driver has in his or her possession a written bill of lading or similar document <br />for the next subsequent delivery or will have a pick-up order upon reaching said <br />subsequent pick-up location(s); <br />(2) The driver has in his or her possession a written manifest or similar document <br />which shows in clear and plain English all of the scheduled delivery or pick-up <br />location(s) for that day; and <br />(3) The distance from the first delivery or pick-up location off the truck route to the <br />next subsequent delivery(s) or pick-up location(s) is not greater than a total of <br />nine (9) city blocks from the first delivery or pick-up location. <br />So long as the conditions of this section are met, it is the intent of this section to permit as many <br />subsequent deliveries or pick-ups from the initial location which was off of the designated truck <br />route so long as such subsequent deliveries or pick-ups are within the maximum nine (9) city <br />block distance from the initial delivery or pick-up location. It is the further intent of this section <br />to permit subsequent deliveries or pick-ups by the truck if such subsequent deliveries or pick-ups <br />are on the most direct route back to the designated truck route. <br />(d) Any truck driver who is stopped by a Police Officer on a street which is not designated as <br />a truck route, and who does not have a written bill of lading and a written manifest or <br />similar documents as required by sub-paragraph (c) herein, shall be in violation of this <br />section and shall be issued a citation. <br />(e) The Board of Public Works may designate, from time to time, by proper resolution, <br />specific streets or blocks thereof, where trucks are expressly prohibited due to safety <br />reasons or engineering standards. The City shall post signs prohibiting trucks in such <br />designated locations. Any truck driving in such prohibited areas shall be in violation of <br />this section and shall be issued a citation. <br />(f) No person shall stop, stand or park a truck as defined in section 20-106 on any street, <br />other than for the expeditious loading or unloading of freight, except in cases of <br />emergency when such truck is broken down and unable to move, and except also in the <br />event a moving van is loading or unloading furniture and household goods, or the <br />furniture and equipment and goods, wares and merchandise of a business, in either of <br />which events the operator of such truck will have a reasonable time in which to complete <br />his loading or unloading and move his truck. <br />(c) Subsequent deliveries
