SECTION 2 – STREETS, WALKWAYS & PATHS <br />8 <br />SECTION 2 – STREETS, WALKWAYS, AND PATHS <br />2-1 GENERAL <br />2-1.1 PURPOSE <br />The purpose of this Section is to provide design guidance to developers and designers of projects <br />impacting the Right-of-Way of the City of South Bend. All work within the City’s Right-of-Way <br />shall comply with the following specifications. Work within the City’s Right-of-Way not addressed <br />by the following specifications shall comply with INDOT’s Standard Specifications and Design <br />Manual. Unless otherwise noted in these specifications, testing methods and criteria shall comply <br />with INDOT’s Standard Specifications. <br />2-2 DESIGN REQUIREMENTS <br />2-2.1 GENERAL <br />Design of streets, walkways, and paths shall comply with the City of South Bend Zoning Ordinance <br />Article 14 - Subdivisions (Subdivision Ordinance), the Board of Public Works “Complete Streets <br />Policy” (CSP), the current version of the Indiana Department of Transportation Design Manual <br />(IDM), American Association of State Highway and Transportation Officials Policy on Geometric <br />Design of Highways and Streets (Green Book), Federal Highway Administration’s 13 Controlling <br />Criteria, the United States Access Board Public Right-Of-Way Accessibility Guidelines <br />(PROWAG), and cited product manufacturer’s requirements. <br />Any public land development adjacent to City streets, or otherwise making improvements within <br />dedicated Right-of-Way upon disturbance or construction, shall be improved in accordance with <br />these standards. When alley access is used, the developer is responsible for improving the alley to <br />City standards consistent with street and public access provisions. Improvements shall extend the <br />width of the developed parcel to the property line. <br />A traffic impact study, subject to review and approval of the City Engineering Department, may be <br />required for development that will impact safety or operational efficiency of City streets. Cited <br />improvements to the impacted streets from the study shall be in accordance with the City <br />Engineering Department requirements. <br />All materials and work shall conform to these City Engineering Standards and Indiana <br />Administrative Code (IAC) Requirements. <br />2-2.1 (a) COMPLETE STREETS <br />Streets, walkways, and paths are an important part of what makes up South Bend’s neighborhoods. In <br />this light, “Complete Streets” has been adopted to ensure that where possible all elements are provided <br />as part of the city’s transportation facilities. These guidelines address the fundamental elements for <br />safe transportation design yet also require other elements as part of design. Careful consideration shall <br />be extended for the context and expected surrounding land use when reviewing requirements for walks, <br />bike lanes (dedicated or shared), on street parking, and other amenities for proposed transportation <br />facilities. For existing facilities that are being reconstructed or realigned, these additional features <br />shall be considered and included as required with the proposed design. Exceptions from these
