TEAM PROJECT APPROACH RELEVANT EXPERIENCE 8HWC ENGINEERING | CITY OF SOUTH BEND: COAL LINE TRAIL (PHASE II)FIRM OVERVIEW <br />PROJECT UNDERSTANDING & APPROACH <br />As you are aware, HWC has had the opportunity to inspect two <br />recent projects with the City of South Bend, including Western <br />Avenue Phase III Streetscape and Olive Street Reconstruction <br />Phase I. We are also currently assisting the City with design of the <br />next phase of Western Avenue. HWC continues to pride ourselves <br />on keeping all of our current clients as repeat clients. Mr. Holth <br />has exemplified this statement by his success on his last two South <br />Bend inspection projects. <br />We did not take any past opportunities for granted and we look <br />forward to again showcasing our team’s talents to South Bend on <br />the Coal Line Trail Phase II project and helping your community <br />implement their Citywide pedestrian improvement plan. HWC will <br />continue to build these relationships and maintain the level of trust <br />we have earned with South Bend through our impressive level of <br />communication. Whether this is through regular daily interactions, <br />bi-weekly progress meetings, or our weekly reports, Mr. Holth <br />will assure that South Bend is up-to-date and well informed on <br />project progress, any potential issues that may arise, as well as <br />construction or value engineering options throughout construction. <br />A CONTINUED <br />RELATIONSHIP <br />EXPERIENCED <br />PARTNERSHIP <br />HWC and McCormick Engineering have a long-standing working relationship which provides a cohesive team and also a varied level of experience to handle any field issues that may <br />arise. To this point, our firms are currently partnered together on the Olive Street Phase I construction inspection contract. We are a firm believer that this continued partnership carries <br />forward to the benefit of our clients. Our team’s familiarity and experience specifically in South Bend has also helped to build rapport with local utility companies and the contractors <br />who execute this work. Our proposed inspection team is well versed in trail and bridge construction and understands the specific needs of this project. They are prepared and ready to <br />identify and solve issues during construction, but also to review and find any potential issues with the contract documents and plans. This assures constructibility concerns are addressed <br />throughout the project. The level of attention to detail our team offers enables them to easily and quickly diagnose issues during each stage of construction to make sure that this project <br />will be built to the expectations of South Bend and yield lasting, quality results. <br /> 26 <br />CERTIFIED <br />INSPECTORS <br />OVER THE PAST SIX YEARS OUR <br />DOUBLEDCONSTRUCTION INSPECTION <br />TEAM HAS <br />HWC has made several strategic hires over the last five years to help grow and maintain a diverse and <br />experienced PE/PS staff. As a result of this strategy, nine of our key Senior Inspector staff have over 25 years of <br />construction experience. This list includes Mr. Holth. We also have an additional level of seven staff members <br />that possess 10 or more years of construction inspection experience. In total, this means over 2/3 of our entire <br />inspection staff has a minimum of 10 years of direct inspection experience. <br />Our PE/PS core team members are skilled in foreseeing and diagnosing problems before they occur in the field. <br />By using various techniques learned over the years, our team is confident it can overcome any challenge that <br />occurs during the course of any construction project. Being able to stay on top of project related issues, such as <br />subgrade issues, errors/omissions in the contract documents, unforeseen conditions, etc., will help ensure South <br />Bend gets a lasting finished product of which they can be proud. Our past history with the City has proven our <br />ability within this realm. <br />Several different skill sets are required to successfully manage and inspect an INDOT project. Materials need to <br />be tested and certifications obtained. Weekly erosion control reports, contractor payrolls, and traffic reports need <br />reviewed for accuracy and compliance. But, ultimately, job success usually comes down to one word: MONEY. <br />Budget control is imperative to success and INDOT makes it a focal point on their performance scoring. We coach <br />our teams to constantly check and identify value engineering opportunities in both their inspection and construction <br />budgets. Specific to the two projects managed by Mr. Holth in 2020, he has exemplified this goal. For his bridge <br />project in Lake County, the contractor finished under budget by 3% and Mr. Holth gave $12,000 of our original <br />inspection fee back to the client. On his White County road project, the contractor completed the project 1% under <br />the construction bid amount even with almost $100,000 in change order costs. Mr. Holth gave $2,000 of our original <br />inspection fee back to the client. HWC doesn’t have to sell Mr. Holth’s abilities. This is evident in his resume of <br />projects and industry reputation. His former clients will gladly share their praise on Mr. Holth’s budget control and <br />overall inspection skill set. <br />DIAGNOSING & <br />SOLVING PROBLEMS <br />CONSTRUCTION & INSPECTION <br />BUDGET EMPHASIS$ <br />THIS CORE TEAM HAS BEEN PART OF NUMEROUS <br />LARGE PROFILE PROJECTS RANGING IN SIZE UP TO $40 MILLION
