City of South Bend <br />Coal Line Trail Phase II <br />October 26, 2021 <br />Page 10 <br />PROJECT APPROACH <br />While our roots are in water resources, Burke has earned the reputation as an <br />industry leader in the construction engineering field. Our commitment to highly <br />responsive and effective planning, design and construction has led to the growth of <br />our field operation services to include construction management observation and <br />inspection. Burke’s construction engineering strengths began with our knowledge of <br />civil infrastructure but transcends into the disciplines of transportation engineering, <br />environmental planning and permitting, and public outreach. Burke team members <br />are all INDOT-certified technicians with extensive field experience. We are confident <br />the proposed team of seasoned professionals, led by Jason Durr and Mike Carey, <br />will work seamlessly with South Bend, INDOT, community leaders, and residents <br />to coordinate the construction of the Coal Line Trail Phase II from Riverside Drive <br />and Angela Boulevard to the connection to the East Bank Trail just west of Michigan <br />Street. <br />Our team is aware of the importance of the Coal Line Trail and its connectivity to <br />the East Bank Trail and Riverside Trail. The second phase of the Coal Line Trail will <br />provide direct access for the Northshore Triangle and Harter Heights neighborhoods. <br />The new trail will also provide connection to other trail and bike path routes to <br />surrounding parks, downtown South Bend, and the Notre Dame Campus. Our team <br />has explored the proposed project area and identified unique challenges for this project <br />that include a conversion of an old railroad bridge to a pedestrian bridge, potential <br />wetlands and environmental impacts, ADA grade concerns and general construction <br />access challenges. Also, adjacent to the project area are a combination of residential <br />and commercial properties that will require diligent coordination and communication <br />efforts to help navigate this project to a successful completion. While the railroad <br />corridor provides some isolation from the traveling public, mindful construction <br />sequencing and traffic safety during construction of trail sections adjacent to Angela <br />Boulevard will be critical. <br />The immediate planning and field verification of grades and rights of way and a <br />pre-construction safety review of the old railroad bridge with the contractor prior <br />to starting construction is crucial. Potential issues can be identified and addressed <br />before they become costly field changes. Our team knows that each project area and <br />each property is unique and will require constant care to deliver a final product that <br />meets the need of the public while also meeting expectations of the directly impacted <br />residents and neighborhoods. <br />PROJECT FAMILIARITY
