CITY OF SOUTH BEND I HISTORIC PRESERVATION COMMISSION <br />Commissioner Tiffany (AYE): Standards and guidelines. <br />Commissioner Stalheim (AYE): Same. <br />Commissioner Downs-Krostenko (AYE): The original windows seem to be in good <br />shape for the most part, we have seen windows that aren't, and these look like they <br />could be rehabilitated fairly easy, therefore from the cost point of view, I believe it is <br />more effective to simply do the custom-made wood and storms and those materials <br />are in compliance and are helpful and energy-efficient <br />Commissioner Gelfman (AYE): I am in agreement with Dr. Downs, I believe the <br />standards and guidelines are fairly evident in this case and looking at the storm <br />windows themselves I believe that could be a huge increase in value for you as is the <br />energy efficiency. <br />Certificate of Appropriateness #2021-0907 is denied. <br />Vote: 7-1. Seven in Favor, One opposed. <br />COA#2021-0907 is denied. <br />IV. PRIVILEGE OF THE FLOOR <br />Peter Wallace, 417 W. Navarre St. South Bend, IN 46616. (Audio Position: 1:18:54) <br />i. Discussed potentially creating a non-profit for South Bend for the salvage, collection, <br />and resale of historic building elements. <br />Shelly Baumgartner (Audio Position: 1:26:29) <br />i. Applied for a Certificate of Appropriateness, preliminary vote was taken and will be validated at <br />next month's meeting. <br />2021-0907A 834 Forest Ave <br />Staff Recommendation: Staff recommends approval. <br />The applicant was represented by: <br />Shelly Baumgartner, 315 S Taylor St. South Bend, IN 46601. <br />The public was represented by: <br />N/A <br />After due consideration, the following action was taken: <br />Upon a motion by Sarah Andrews, seconded by David Wyncott, and unanimously carried <br />by vote, the Historic Preservation Commission APPROVES Certificate of <br />Appropriateness Application #2021-0907A. <br />Vote: 7-1.
