The future plans also call for a north access Ignition Drive to be <br /> built. That drive will provide the views into the park. <br /> Mr. Davis thanked the staff for addressing this issue. He asked how soon the grading would <br /> be done. Mr. Kain responded that the construction plans are almost complete. The project <br /> will be bid out in early January. <br /> Mr. Davis asked whether there was any other way of paying for the rough grading outside of <br /> the TIF Funds, because the Airport TIF is being drained. Mr. Kain responded that the <br /> Airport TIF is an appropriate way to pay for it since it is in the Airport Economic <br /> Development Area. That would be the administration's call to use other city funds. <br /> Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the <br /> Commission approved Resolution No. 3112 approving and authorizing the execution of an <br /> Addendum to the Master Agency Agreement. (Ignition Park Phase 1B Rough Grading) <br /> D. West Washington-Chapin Development Area <br /> There was no business in the West Washington-Chapin Development Area. <br /> E. South Side Development Area <br /> 1) Resolution No. 3111 approving the transfer of real property to the City of South Bend. <br /> (218 Metalmation, 4209 S. Main, 4215 S. Main,4309 S. Main) <br /> Mr. Schalliol noted that as one of the final steps to preparing the Main/Lafayette area for <br /> new roadway construction, the South Bend Redevelopment Commission needs to transfer <br /> four properties to the Board of Public Works so that the properties can be quit claimed to <br /> adjacent property owners as part of the purchase of right of way from those property owners. <br /> The city doesn't want the Main/Lafayette connector project to have residual parcels left,but <br /> to combine the residuals with adjacent properties from which property was acquired. <br /> The list of properties to be transferred is: <br /> Tax Key Address Property Description <br /> 23-1025-1427 218 Metalmation Acquired 10-13-04 <br /> 23-1025-1428 4209 S.
