Airport Economic Development Area <br /> 6) continued... <br /> Ms. Jones asked for clarification on the type of contract we would be talking about, already <br /> existing within the golf course budget. Mr. Inks provided this example: if there were trees <br /> that our crew could not take down, and we had to hire an outside third party to take down <br /> the trees, but it was to be paid for as part of the maintenance budget for Blackthorn Golf <br /> Course. Resolution No. 3117 would allow Mr. Inks to sign that contract. It would <br /> authorize Mr. Inks to execute that agreement and have the trees taken down. <br /> Ms. Jones asked if Resolution No. 3117 could be written as "...execute agreements that fall <br /> within the budget of the Blackthorn Golf Course..." Mr. Inks responded that it can. <br /> Mr. Downes made a motion to approve Resolution No. 3117 authorizing the Director of <br /> Department of Redevelopment to approve and execute contracts on behalf of the City of <br /> South Bend, Indiana, Department of Redevelopment related to the operation and <br /> maintenance of Blackthorn Golf Course and which fall within the budget of the golf course. <br /> Mr. Varner seconded the motion. The motion carried on a vote of four to one. Mr. Davis <br /> was opposed. <br /> 7) Resolution No. 3112 approving and authorizing the execution of an Addendum to the <br /> Master Agency Agreement. (Ignition Park Phase 1B Rough Grading) <br /> Mr. Kain noted that Resolution No. 3112 approved an Amendment to the Master Agency <br /> Agreement with the Board of Public Works for rough grading at Ignition Park Phase IA. <br /> Staff has determined that grading the remainder of the Ignition Park site is key to setting the <br /> stage for the next phase of infrastructure work, as well as to attracting new development. <br /> During Phase lA of the infrastructure work at Ignition Park, a large amount of dirt was <br /> excavated from the Data Realty site, Underground Pipe and Valve as well as from the streets <br /> within the park. The Indiana Department of Environmental Management says that all the <br /> dirt must stay on the site if possible, given some of the potential contaminants present in the <br /> soil. <br /> The grading plan being developed by BSA LifeStructures will utilize all the dirt currently <br /> stored on the site. BSA LifeStructures provided an opinion of probable cost. Based on that <br /> estimate, staff requests appropriation of$530,000 from the AEDA TIF for the grading work <br /> and approval of Resolution No. 3112. <br /> Mr. Varner asked whether the elevation of Ignition Park will be two feet above Sample St. <br /> when the grading is complete. Mr. Kain responded that it will be roughly 2-3 ft. above <br /> grade. It will gradually decline, allowing us to landscape the park, cognizant of the fact that <br /> 12 <br />
