Airport Economic Development Area <br /> 3) continued... <br /> Upon a motion by motions by Mr. Varner, seconded by Mr. Downes, and unanimously <br /> carried, the Commission approved the proposal for professional services regarding the <br /> Renaissance District. <br /> 4) Proposal for replat of U.S. 31 Industrial Park, Lot 14. <br /> Mr. Schalliol explained Items 6.C. (4) and (5) together. Danch, Hamer & Associates has <br /> submitted proposals to provide replat services for Lot # 14 (Phase I) and for Lots 5 and 6 <br /> (Phase II) of the U.S. 31 Industrial Park. The Redevelopment Commission was the original <br /> developer of this industrial park and this action will help to correct an issue with ownership, <br /> maintenance and control of the park's two common area retention ponds. <br /> The proposal is to provide survey services to prepare a One Lot/One Outlot Minor <br /> Subdivision for Lot # 14 (Phase I) and a Two Lot/One Outlot Minor Subdivision for Lots 5 <br /> and 6 of the U.S. 31 Industrial Park(Phase II). The purpose of the Minor Subdivision is to <br /> split the retention basin portion of the lots off from the buildable portion of those lots. The <br /> proposed outlots that will contain the retention basin will be owned by the City of South <br /> Bend. City ordinances require the Minor Subdivision process for splitting the property as <br /> described above. Our cost estimate for the preparation of the Minor Subdivision for Lot #14, <br /> including all required paperwork, setting of property corners, attendance at required Plat <br /> Committee meetings and filing and recording fees is proposed at $2,850. Staff requests <br /> approval of the proposal. <br /> Mr. Davis asked about the costs of the long term upkeep of the retention basins. Mr. <br /> Schalliol responded that the city, not the Commission, has in its budget the ongoing costs of <br /> maintenance because they have been providing those all along. It was initially expected <br /> that the industrial park would initiate an owners association similar to the one at Blackthorn <br /> Corporate Park that would take over maintenance of the retention basin. That never <br /> happened. City policy now is to own the retention basins. The lots that include the basins <br /> are for sale; no one would buy the lots with the potential obligation of maintaining the <br /> basins. The maintenance costs for those basins is about $400 per year. What the <br /> Commission is being asked to approve today is a one-time fee for filing and transferring <br /> titles. <br /> Mr. Meteiver requested to add to the motion an authorization for Mr. Inks to sign the <br /> appropriate paperwork to move the process along. <br /> Upon a motion by Mr. Downes, seconded by Mr. Varner and unanimously carried, the <br /> Commission approved the proposal from Danch Harner& Associates for replat of U.S. 31 <br /> 10 <br />
