MR. WESAW: All the out buildings, sir? Yes. The garage and the out buildings.
MS.NAYDER: I just wanted to clarify the reason our comment about the parking was I don't think we
determined how many parking spaces were back there, could fit back there on the site so we just wanted to
make sure that all parking would be located in the back.
MR. WESAW: Yes, ma'am.
IN FAVOR
There was no one to speak in favor of this petition.
REMONSTRANCE
MR. DAVID PINK: 3631 S. Locust Road. I am the next property north. I share the pond. At this time I just,
this more of a, I don't know exactly how I'm going to say it, because of all that took place in acquiring this
property, the neighborhood is extremely suspicious of everything that happens over there. When we look at
stuff we find, WJC Holdings. We find Signature Associates. We find Pokagon Band. When we hear about a
casino development, project manager was hired but they're not planning none, a casino. When did Locust Road
become Locust Street, which is kind of important in South Bend because do have a street. You know one
minute there is no casino, the next one there is. We were going to have nature trails, now we've got paved
parking. Before we had no commercial, now we've got, we're talking casinos,we're talking doctor's offices,
we're talking government buildings. Because the property's not all been integrated into one legal entity some
of the descriptions are still a little suspicious. We know it's a swampy area, however, this property is listed it's
not swampy. And I've lived here 35 years and it is a woody area. A lot building and services for three services
a day, we're just asking questions,we're not in opposition, we're trying to understand. There's contaminated
dirt on the west side of the Locust Road next to the bridge that's been there ever since they put the bridge in.
We've had promises and nothing happens. It's in this vein I guess that we ask some questions. It's not that
we're against what they're trying to do or what least they seem to be trying to do,but we are extremely
concerned that the parking lot would be restricted in size. It should be behind the building for second reason
and that is septic tank is in the front yard so it should stay in the back. My understanding is that they are asking
for a building only Special Exemption. Not the property, nothing else. Again the reason we ask there is a tower
in the back that's been there for some years and the neighborhood voted to accept it when it was owned by
different people. We just don't want more of them. And we just like to be a little bit more informed, a little
more honesty in some of the descriptions. I'm retired but I spent over 40 years in business and I've never in my
life hired a project manager before I had a project. But at the last meeting I attended I was told we're not really
planning on a casino but we've a project manager and the company's description is they only do one thing, they
develop casinos. I'm having a hard time accepting this at face value. And that's basically my thing. Thank
you.
MR. MARK STEVENS: 3515 Locust Road, South Bend, Indiana. When I received a document from Jason
Wesaw it defined the property as 3733 Locust Street. Also from the Area Board of Zoning Appeals letter I
received in the mail also documented it as 3733 Locust Street. I guess, not just to split a hair, but if this is a
30
