The motion passed. <br /> Council Member Kelly then called for a presentation on Bill No. 04-126 which would <br /> authorize the Mayor to submit to HUD an application for Section 108 loan funds. <br /> Elizabeth Leonard made the presentation. She noted that the proposed funding is part of <br /> the Housing and Community Development Action Plan for 2005. The proposed funding of$21 <br /> million was appropriated on November 8th and that this resolution is necessary in order to give <br /> the Mayor permission to sign certifications for the Section 108 loan process. <br /> Council Member Kirsits made a motion, seconded by Council Member Coleman that Bill <br /> No. 04-126 be recommended favorably to Council.
